Workforce Planning Analyst

General Summary

Supports workforce planning strategies that align with the organization's operational and strategic goals. Analyzes workforce data, generates reports, and provides insights that help guide staffing decisions across the organization. Works collaboratively with finance, HR business partners, operations, and talent acquisition teams to ensure optimal workforce alignment and resource utilization.

Duties and Responsibilities

Essential Functions:

Collaborates with finance and HR teams to ensure position data aligns with the current and future fiscal year budgets, including funded FTEs, salary allocations, and vacancy tracking. Maintains accurate and up-to-date position control records by performing regular reconciliations between HCM system, budget detail, and departmental records to validate position counts, funding sources, and organizational assignments. Manages the end-to-end job requisition review and approval process in Oracle HCM, verifying position availability, funding, and alignment with workforce plans before approvals. Collects, analyzes, and interprets workforce data to identify trends, gaps, and opportunities. Generates, analyzes, and distributes position control and workforce reports to stakeholders. Identifies trends and discrepancies to support decision-making and staffing strategies. Assists in forecasting staffing needs and supports scenario modeling for short- and long-term planning. Develops and maintains recurring and ad-hoc workforce planning reports and dashboards. Assists in preparing content for governance reports and executive review and ensures accuracy and integrity of data. Contributes to meetings and planning discussions to ensure workforce insights are integrated into strategic and operational plans. Ensures position control practices comply with internal workforce policies and applicable regulatory requirements, including audit readiness and documentation standards. Contributes to projects related to organizational changes, including mergers, acquisitions, and workforce restructuring. Assists in modeling workforce implications and tracking key metrics.

Qualifications

Minimum Education:

Bachelors Degree Human Resources, Business Administration, Data Analytics or related field Required

Work Experience:

2 years Experience in Human Resources, workforce planning or finance with focus on analytics Required Experience in a healthcare environment Preferred

Knowledge, Skills, and Abilities:

Strong analytical and critical thinking skills. Proficiency in Excel, data visualization tools and HCM/HRIS systems. Excellent written and verbal communication skills. Excellent customer service skills (external and/or internal). Attention to detail and a commitment to data accuracy. Excellent planning and organization skills.
