**Job Overview**
As a Workforce Consultant overseeing Title I services as part of the Iowa Workforce Innovation and Opportunity Program (WIOA) for adults, you will play a critical role in designing, implementing, and evaluating programs and services aimed at enhancing the employability and economic self-sufficiency of adults and youth in Iowa. This position involves developing relationships throughout the district to recruit, refer, and support new students and participants through outreach in designated NICC district areas. You will serve as a representative of NICC, promoting and providing educational services that respond to community needs. Additionally, you will help students navigate systems, services, resources, and training available to successfully facilitate a pathway to a career or further education, assisting them in overcoming barriers and achieving employment or additional training.
Bachelor’s degree in Human Services, Social Work, Counseling, Education, Business Administration, or a related field. Master’s degree preferred.
Experience working in workforce development, youth services, education, or related fields.
Knowledge of federal and state regulations governing workforce development programs, including the Workforce Innovation and Opportunity Act (WIOA) and Title I requirements.
● Develop, implement, and evaluate Title I Youth Services programs in line with WIOA objectives.
● Collaborate with state and local agencies, educational institutions, community organizations, and employers for effective program delivery.
● Monitor program performance metrics and outcomes to assess effectiveness and compliance with federal and state regulations.
● Identify and engage eligible youth populations, including disadvantaged, at-risk, and underrepresented individuals, to participate in Title I programs.
● Conduct outreach activities, workshops, and informational sessions to promote program awareness and recruit participants.
● Provide individualized guidance and support to youth participants to assess their career interests, skills, and training needs.
● Conduct comprehensive assessments to identify barriers to employment and develop customized service plans for adult and youth participants.
● Offer career counseling, job readiness training, and life skills development to enhance participants’ employability and self-sufficiency.
● Connect adult and youth participants with educational opportunities, vocational training programs, internships, apprenticeships, and employment opportunities.
● Cultivate and maintain collaborative relationships with local employers, industry associations, workforce development boards, and other stakeholders to create internship and job placement opportunities for adult and youth participants.
● Liaise with educational institutions, including schools, colleges, and vocational training providers, to coordinate educational and career pathways for adult and youth participants.
● Prepare regular reports, data analysis, and performance evaluations to document program impact and compliance with regulatory requirements.
● Provide college and career coaching services to Opportunity Dubuque participants, offering wrap-around support to aid in program completion and employment.
● Facilitate a range of proactive services to help students become more independent and confident, addressing barriers to success such as college readiness, time management, academic skill gaps, study skills, digital and financial literacy, and career (soft) skills.
● Assist in outreach and recruitment initiatives within the downtown Dubuque neighborhoods and community schools, raising awareness of education and training opportunities.
● Assist students with academic skills assessments, interest and career inventories, work readiness assessments, and motivation and behavior assessments.
● Develop relationships with students through intake information, discussions of potential barriers to success, and educational and career planning.
● Connect students to necessary educational resources, social services, workforce services, and other appropriate resources.
Provide career facilitation for all levels of education, including career planning, resume development, job search resources, job application procedures, interview skills, and soft skills.
● Facilitate student transitions from high school, HSED, ESOL, and career pathway certificate training into NICC credit programs or the workforce, offering seamless support and introductions to faculty and other advisors.
● Practice cultural sensitivity to under-represented and under-resourced populations in the community and at NICC.
● Meet and communicate regularly with students to provide information and resources as they progress through their program of study.
● Provide prospective students and applicants with information regarding admission to the College and related enrollment processes.
