WING COMMAND CHIEF MASTER SERGEANT (Title 32)
Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a WING COMMAND CHIEF MASTER SERGEANT (Title 32), Position Description Number D2678000 and is part of the IL 182 AW, National Guard. Responsibilities As a WING COMMAND CHIEF MASTER SERGEANT (Title 32), GS-0301-12, you will serve as the Wing Command Chief Master Sergeant (CCM), the Wing Senior Enlisted Leader and key member of the command's leadership team managing all military aspects of full time and traditional enlisted Airmen. Major Duties - This is NOT an all-inclusive list: Advise, carry out, and monitor the Wing Commander's organizational policies, programs and standards applicable to the ANG enlisted force. Provide advice, develop initiatives, policies, programs, and recommendations in matters pertaining to all assigned enlisted personnel. Communicate, estimate, and provide the suggestions, concerns, and outlooks of the Senior Enlisted Corps of wing enlisted personnel. Manage, study, analyze and oversee the administration, coordination, planning, development, and execution of all Wing-level ANG enlisted programs with emphasis on readiness, morale, welfare, and training. Identify Wing requirements and develop comprehensive Wing staff plans to support goals and objectives established by the Wing Commander and State CCM Joint Force Headquarters. Develop programs that enable ANG Wing enlisted personnel developmental and advancement opportunities. Participate in the resolution of policy, doctrinal and regulatory misunderstandings that could result in adverse effects on wing enlisted personnel. Analyze and determine the best course of action in the preparation, inception, and maintenance of recruiting and retention programs. Review and provide counsel to Wing, Group, and Squadron Commanders on all inquiries concerning operations, administration, and policy impacting enlisted personnel. Establish and monitor professional development of enlisted members; evaluates, oversees, and supports ANG enlisted professional military education and retention efforts. Screen applicants for eligibility and advise commanders on the selection process for First Sergeants and Honor Guard programs. Preside over enlisted selection boards and serve as an advisor on Retention Boards for Senior NCOs. This is an excepted service position that requires membership in the Illinois National Guard and in the military grade listed in the announcement. May be required to successfully complete a trial period. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day. Must be able to obtain and maintain the required security clearance. One year of specialized experience equivalent to the lower grade level in the Federal service in order to be considered for this position. Limited to on-board ILNG technicians only. Qualifications AREA OF CONSIDERATION: The areas of consideration for this position, Title 32 Excepted Service (32 U.S. Code § 709), will be in the following manner and sequence: The area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG. Military Grades: Enlisted Only - Minimum rank requirement of SMSgt (Promotable) and May not exceed the rank of CMSgt. GENERAL EXPERIENCE: MUST possess experience, education or training which provided a general knowledge of principles of organization, management, and administration. Compiling reports, letters, memoranda, etc., and required person-to-person contacts to convey information. Progressively responsible experience which demonstrates the ability to provide technical guidance and assistance in the type of work or in comparable work of the position to be filled. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: GS-12 Level - MUST possess 1 year of specialized experience equivalent to the GS-11 grade level that includes program or managerial work in functions directly related to the position; experience developing and recommending policy; organizing and executing specific programs; evaluating and recommending changes in methods of operations; experience in supervisory, staff, or technical work involving study, analysis, or evaluation leading to improved managerial or administrative policies, practices, and procedures; and experience preparing written communications and oral presentations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
