Key Responsibilities:
To provide overall technical supports in WASH governance at national and sub national levels, not limited to policy advocacy but also including campaign, social accountability, partnering, stakeholder’s engagement and mobilizing public and private financing in reaching WASH Universal Service Coverage (USC). This position will support WASH coalition or WASH working group to reach district-wide or provincial-wide USC and Open Defecation Free in partnership with national stakeholders. This position will support WVI in reaching its strategy to reach 1 million MVC by supporting WASH Program contributed to SDG 6 by 2030 in all WASH program areas.
Strategy Development & Planning
Develop advocacy and external engagement strategy, policy, guidelines, and program aligned with WASH program strategies.
Identify, review & recommend strategic advocacy and external engagement issues driven by our grass-root works.
Support national negotiation with other departments related to WASH governance with suitable approach for local to national contexts.
Support national and sub national efforts in developing WASH USC action plans, policies, guidelines and partnerships.
Focal person to support WASH Strategy 2026-2030 fundamentals: community & government engagement and local partnership
Resource Acquisition & Management
Support new initiatives, funding opportunities and proposal development related to WASH governance.
Utilize data to describe trends in risk factors for poor WASH among key population groups and most vulnerable children
Provide budgeting framework for WASH advocacy activities
Capacity Building/ Technical Works
Facilitate capacity building for staff and stakeholders on WASH governance
Provide technical support to implement WASH governance activities at the national and sub national levels.
Support program team in developing policies, guidelines, agreements and partnering scheme related to WASH USC
Support program team in mobilizing public finance for WASH USC
Promote ongoing reflection and learning among staff and partners
Accountability & Quality Assurance
Provide quality information related to WASH governance to support program implementation.
Support collecting learnings, experiences, documents on WASH governance to continuously improve WASH programming and implementation
Support sharing governance learnings across partnership
Provide quality report on WASH governance and support program team in meeting global standards.
Networking and Coordination
Build and maintain strong and regular external engagement with WASH stakeholders at national and sub national levels.
Participate in the global WASH community of practice
Ensure multi-sectoral integration, alignment to safeguarding of program activities and faith & development integration.
Represent WVI’s WASH sector to external audiences to increase technical branding and generate resource development opportunities.
Identify advocacy issues and support WVIDN’s and Partnership advocacy initiatives for improved Water, Sanitation and Hygiene at local, national and international levels.
Support WASH coordination and advocacy activities with stakeholders in reaching WASH USC at district level
Build new partnership and technical agreement to support WASH USC activities at national and sub national levels.
Management & Leadership
Develop and manage annual performance agreement
Submits periodical/ monthly accomplishment report.
Build and maintain positive spirit of working in team with other staff in respective unit and department.
Provide Christian value and support to enrich the organization's life, faith, Christian commitments and ministry to the disadvantaged children and communities we seek to serve.
Be a role model and inspiration in managing work, communication and relationship with internal staff and external parties.
Manage all risks related to governance activities according to organization policies, guidelines, and standard. This includes risks in fraud, safeguarding, and other related risks.
Required Education, training, license, registration, and/or Certification
Preferably master's degree in public policy, International Development, Social Works, Law, Public Health, Environmental Health, Geography, or other relevant degree.
Required Professional Experience
A minimum of 3 years’ progressive experience in WASH governance across various contexts including in emergency responses.
Experience working in community development/Transformational Development works, and in implementing various advocacy approaches including citizen voice and action would be an advantage.
Experience in producing written materials for advocacy purposes including developing high level policies and papers.
Required travel and/or work environment accommodations
Travel 25 - 35% (including international)
Preferred Experience, Knowledge and/or other Qualifications
Ability to effectively transfer information to various audiences through trainings, workshops, meetings, etc.
Excellent written and verbal communication skills, including report writing and formal communication
Excellent computer skills, including proficiency in MS Office
Cross-cultural sensitivity and ability to work with a wide range of people from different backgrounds
High integrity, reliability and dependability
Training or certification in WASH and governance related is a plus
Strong interpersonal and facilitation skills.
