Job Description:

Job purpose

WASH Site Engineer is responsible for overall Survey, design, implementation, monitoring of WASH construction and rehabilitation projects in the districts of designated province. She/he will provide technical guidance and support to the Construction Engineers and other field teams to ensure all rehabilitation/construction work for water and sanitation facilities is done according to approved design, drawings, BoQs, timelines and technical requirements. She/he is also responsible for ensuring the smooth project implementation and timely reporting on project progress in coordination with MEAL colleagues and the Project manager.

Major Responsibilities

Technical Tasks

Prepare/develop quality design package (drawings, BoQs and technical specifications) for all the construction and rehabilitation of water supply networks (gravity fed and solar powered systems) and sanitation facilities in the respective Zone/area program.In close collaboration with the provincial DRRD ensure the details of the BoQs and drawings are finalized, reviewed and stamped to facilitate MoU process and implementation.Incorporate in the design, management of point water sources to safeguard the source from impact of climate change.Develop the tendering documents (Bids, BoQs, and TOR/contracts for Construction Companies) and ensure that other requirements and guidelines by Supply Chain department are adhered to.Together with village Shura conducts community consultation meetings in each target community to verify the locations for water infrastructure improvements and households for rehabilitation/construction of sanitation facilities. Women Shura will conduct separate meetings with women in the village to ensure that the selection of site fits women’s needs and can be easily and safely accessed by women. The final decision on selection should include women’s feedback and women Shura agreement. Use the site selection criteria to guide the process to ensure right targeting.Follow up pre-, during and post-construction water quality testing for each water source identified for construction (WV WASH guideline is to have 3 water quality checks).Final community selection subject to passing pre-construction water quality test for key parameters.Develop construction work plans and schedules for each location and type of intervention.Ensure all facilities rehabilitated/constructed are gender and disability inclusive (safe, provide for privacy, easily accessible and usable for both women and men, children and persons with disability).Take lead in designing and follow up of WASH software activities (Sanitation and Hygiene) while focusing on community engagement, culturally dominated practices and holistic engagement of all categories of individual.

Quality Control and supervision

Utilize the construction management tools to control quality assurance and checks through the implementation process to handover of the completed infrastructures.Conduct training on water system and sanitation facility maintenance for members of water management groups from the targeted locations within the Zone/Area program.Prepare precise implementation and monitoring plans for all construction works including tracking process for weekly update.Ensure quality control within construction/rehabilitation work by providing necessary on the job training for skilled labour.Develop/Validate missing monitoring and supervision tools for construction & rehabilitation projects.Ensure quality implementation of construction works with respect of specifications and timeline of implementation.Check the quality of the materials provided by the construction company and make sure all materials are new and free of defects and in good condition and the final product, materials and construction meet the minimum standards as described in the subcontract documents and technical specifications.Ensure that water, sanitation and hygiene program is fully and timely implemented in accordance with community needs and standards in the project-targeted areas.Jointly participate in the joint verification of completed WASH infrastructures including sanitation activities with MEAL team and other stakeholders from the provincial and community.

Reporting planning, Monitoring and Evaluation

Review and confirm the payment claims made by the construction company and assess the work executed for the release of contractor’s paymentCoordinate joint monitoring visits with DRRD, DoEC, and other relevant stakeholders.Providing good quality monthly progress reports (Narratives and quantitative) of the construction works according to the existing projects within the zone.Prepare & process project completion report by end of each infrastructure completion.Prepare & process infrastructure handover documents with community and line governmental departments in target locations.Prepare on time monthly, quarterly, semi-annual & annual reports to the relevant governmental departments.Ensure that separate databases are developed to capture all quantitative details for each project and are up to date.Proper documentation of project technical documents such as drawings, BoQs, Specifications, completion report, handover forms, etc.Ensure safety of WVA materials and equipment during construction work.Liaise with project manager & other relevant technical staff on progress of construction/rehabilitation works.Monitor/supervise construction work in the field and ensure they meet the project objectives in terms of quality of work and within the agreed timelines, technical verification and validation to jointly be conducted for each step of payment.Work with M&E to regularly track and report on progress towards WV water, sanitation, and hygiene targets. Validated information with MEAL team and project teamEnsure all projects implemented are mapped to support development of project maps to inform future planning and monitoringEnsure all key project activities are mapped under mWater software and updated on a monthly basis.

Capacity building of community structures

Ensure establishment of water management committee (WMC) per village for project sustainability and proper operation & maintenance of infrastructure, ensuring that women’s representation is considered.Ensure that WMC get enough on-site practical training during construction phases of work to get technical orientation of all constructed parts.Follow up of the Water Management structure for one year upon project implementation and document the status of the management functionality, including functionality of the water systemEnsure the WASH groups in each project area are identified by the help of community leaders, trained, and capacitated to undertake community engagement rolesWhere there is need, establish sanitation marketing groups in the community, capacitate them, and roll out their existence and operations in the targeted project area.

Adhere to WV Child and Adult Safeguarding policy and standards.Adhere to WV accountability standards.To be aware and prepared to implement WV Afghanistan Humanitarian and Emergency Affairs plan under the context of designated area interventions.

KNOWLEDGE, SKILL AND EXPERIENCE

Required Professional Experience

At least 2-3 years of experience as WASH /Construction Engineering.Experience in construction of water supply network in hard-to-reach areas.Fully knowledge of water supply networks component.Knowledge on Sanitation and hygiene strategy

Required Education, training, license, registration, and certification

Bachelor's degree in civil engineering Knowledge of MS Office and statistical programs, AutoCAD, Water gems and other related construction design programs. Fully knowledge of water gems software for designing the projects.
