Programme Implementation: Oversee and manage the WASH, Shelter and NFI interventions to meet SPHERE standards and contributes to the overall success of the Humanitarian assistance and protection in Makpandu Refugee Settlement. Ensure optimal use of financial and capital resources in the project through timely requisitioning of all necessary supplies/contracts for project implementation.
Design, supervision and certification: Develop design plans, working drawings, technical specifications, bills of quantities of Household and institutional WASH facilities as per approved standards by the State Ministry of Physical Infrastructure and Public Utilities. Closely track works progress against work plans, payment and controlling the quality of the final construction outputs and branding where necessary as per specifications and design. Liaise with relevant government ministry's technical department in the approval of technical design, supervision and certification of completed works.
Under take water quality (microbial, physical and chemical) analysis for new and rehabilitated water sources using portable laboratory water analysis kit, using water quality technical guidelines approved by the government and in liaison with Directorate of Water Supply and Sanitation in the State Ministry of Physical Infrastructure and Public Utilities. Help identify needs for non-food items relevant to hygiene, guide in the choice of items, targeting strategy, promotion of effective use, and post-distribution monitoring.
Procurements of supplies and services: Prepare tender documents for purposes of soliciting bids/tenders from contractors for approved projects; Support World Vision South Sudan supply chain department in technical appraisal and selection of contractors as required from time to time. Follow up, inspect and ensure project material are delivered as per specified measurements in timely way as per the requisition.
Community mobilization and engagement: Actively engage beneficiary community and local authorities to promote safe WASH practices, including appropriate use and maintenance of WASH facilities and services specifically sanitary facilities and ensure community groups participate in availing labor and locally available construction materials etc
Data/information management and reporting: Develop and maintain of WASH and shelter activities in the settlement; Compile and submit high quality and timely reports required by the project.
Capacity building: Undertake training, mentorship and coaching of community hygiene promoters and Water Management Committees on aspects of PHAST and CLTS; Conduct the CLTS campaigns targeting the beneficiary community.
Support to Zonal WASH Intervention: From time to time, support WASH and shelter interventions in WEQ Zone as may be required
Programme design, monitoring and evaluation: Contribute to and participate in project startup/review workshops, baseline survey, monitoring and end of Project Evaluation and contribute to the design and development of evidence-based proposals and budgets based on best practices and incorporating lessons learnt from previous experience reflecting urgent and emerging needs.
Peoples Management: Supervise ALL WASH/Shelter & NFI staff and resource persons, and manage performance review of protection staff for the project to meet all targets as per design.
