Are you in? **Primary Purpose** Lead and direct company strategies and resources to impact and influence state legislative initiatives; develop and maintain strategic relationships with key state stakeholders, including state and local elected officials, business leaders and public interest groups; lead and direct BGE. Coordinate strategies and results with cross-functional departments, including, but not limited to, Regulatory, Communications, Legal and external contractors to ensure successful legislative results. Directs the resources and activities for BGE Governmental and External Affairs. Note: Position may be required to work extended hours, including 24x7 coverage during storms or other energy delivery emergencies. **Primary Duties** Lead and implement legislative strategy to pass, modify or defeat legislative initiatives: Identification of and familiarity with national, state and local policy and trends potentially impacting the company. Utilization of cross-functional business resources (e.g. communications, legal, regulatory & environmental) to enhance opportunity for success. Lead and implement strategy to support: External stakeholder relations for DSM and environmental programs. (20%) Lead and direct all aspects of BGE political event and fundraising activities; integrate with other affiliates (PECO), business units (Corporate Contributions) and Exelon PAC to ensure appropriate and successful outreach. Lead and direct all aspects of Energy Efficiency portfolio and program design and management including planning, procurement, evaluation management and regulatory support. (10%) Develop and maintain strategic relationships with key state and local elected officials; Constitutional Officers; Agency Directors and staff. (10%) Lead and direct legislative contract lobbyists and related contractors: implement process to ensure contract lobbyists and other contractors perform to BGE standards. (10%) Oversee the budget process for Governmental and External Affairs adherence to the budget plan and balance cost of containment with customer satisfaction, operational excellence and employee satisfaction. (10%) Promote and represent BGE with significant trade organizations (including, EPRI, State and Local Chambers of Commerce, County Economic Development Organizations) and identify potential allies in legislative process to advance company issues and agenda. (5%) Provide leadership to the Governmental and External Affairs management team. Provide timely and accurate feedback regarding performance and operations. (15%) Represent BGE to state, county, local and community officials, engage in community activities, serve on the board of directors and of other organizations as appropriate and maintain relationships with community, business and political leaders. (20%) **Job Scope** Direct strategies and implementation of plan to pass, modify, defeat legislation in Annapolis; ensure company-wide coordination of issues, communication and representation; testify as needed. Develop agenda and strategy for (political) fundraising. Manage department of direct reports, indirect reports, and contract staff. Regular interaction with senior management, Board of Directors, community leaders, regulatory, industry and oversight groups including: EEI, PUC, AGA, DOT, FERC, etc. **Minimum Qualifications** Bachelor’s degree in Business, Economics, Engineering, Public Policy or related and a minimum of 15 years experience. Thorough understanding of state legislative process. A fundamental understanding of the electric industry and key policy issues affecting the industry. Ability to manage multiple issues simultaneously, bringing each to resolution. Exceptional verbal and written communication skills including strong presentation skills Ability to build effective relationships at all levels, both internally and externally. Team oriented with proven record in a high performance culture. **Preferred Qualifications** Law degree or Master's degree in business or related field. 15 years experience in Government Affairs, Public Affairs or Corporate Responsibility. Demonstrated business acumen and project management skills. Demonstrated ability to build consensus, establish trust, communicate effectively and foster change. A wide network of contacts within the business community, state and local government, elected officials, and public interest groups.
