**A Brief Overview**
The VP - Health Plan Center of Operational Excellence is a senior-level executive who leads the development and implementation of operational strategies and initiatives within the health plan to enhance efficiency, improve quality, and drive cost reduction. This role is responsible for supporting core operations at the Health Plan leading execution, shaping operational strategies and overseeing enabling services to support the organization in achieving exceptional results. The position requires collaborating with other departments, managing teams, and ensuring health plan compliance with applicable regulations. In this role, the VP is critical in assuring that operational processes aligns with the strategic and business goals and objectives. The VP must resourcefully respond to key business opportunities, regulatory changes and competition. Accountable for responding to emerging business needs and refining practices to achieve a level of service excellence that produces high member satisfaction and customer retention.
This role requires a visionary leader with a passion for operational excellence who can aid in inspiring the Health Plan to drive operational excellence and foster a culture of innovation and accountability. **What you will do**
+ Directs timely and accurate processes supporting vital initiatives across the Health Plan including but not limited to operational readiness for 1/1, customer renewals and new program implementations and/or large-scale initiatives. Utilize customer journey mapping to ensure optimal customer experience at all touchpoints across the organization.
+ Responsible for the systemic efficiency and integrity of the core operating system; ensure the overall integrity of the core operational processes including related policies and procedures, performance standards and operational work instructions.
+ Develop and maintain programs to ensure adequate training and quality underpin the core operational processes enabling high performance for enrollment, claims adjudication and call services.
+ In conjunction with product line directors, identify shared priorities and timelines for which cross-functional teams will be held accountable, establish and maintain effective communication channels with the Avera Health Insurance Division functional leaders, product directors, and C-Suite members to ensure alignment and awareness to operational readiness. Assist in the development of fixed and variable staffing models with functional leaders.
+ Fosters a culture of continuous improvement and supports the organization with process re-engineering and process design to enable optimal efficiency, process innovation, and streamline work to ensure seamless E2E (end-to-end) organizational alignment resulting in excellent customer experiences at our member touch points. Utilizes industry standard process improvement methodologies and best practices.
+ Responsible for operational issue management governance ensuring all issues are tracked and remediated with a cross-functional team. Including root cause analysis and measurement of impact to organization to prioritize issues and mitigate organizational risk.
+ Oversight of core operational performance reporting, supporting functional leaders with daily, weekly and monthly dashboards including ensuring proper plans are in place and executed upon to return KPIs to acceptable performance levels.
+ Leadership and support of the transformation team supporting implementation and success of key organizational initiatives and large-scale projects, ensuring operational readiness. Foster collaboration, accountability and continuous improvement.
+ Develops, educates and supports functional leaders in oversight of external vendors supporting core operational functionals. Including proper oversight controls and remediation efforts.
+ Support the Avera Health Plan COO with operational strategy and execution. Focusing on the improvement of operational efficiency, effectiveness, and administrative costs.
+ Responsibilities include interviewing, hiring, developing, training, and retaining employees; planning, assigning, and leading work; appraising performance; rewarding and coaching employees; addressing complaints and resolving problems.
**Essential Qualifications**

**Required Education, License/Certification, or Work Experience:**
+ Bachelor's In Health or Business Administration or similar field.
+ 4-6 years Progressive management experience and influencing stakeholder alignment, education and communication.
+ 4-6 years Experience in multiple core health plan functions and domains, understands E2E dependencies for overall health plan success.
+ 1-3 years Continuous improvement experience, leveraging industry standard methodology including experience in leading and teaching best practices.
+ 1-3 years Leading large scale initiatives and programs.
+ Experience managing budgets and measuring administrative savings and program/initiative ROI.
+ Experience working in a complex multi layered environment with multiple stakeholders.
**Preferred Education, License/Certification, or Work Experience:**
+ Experience building and using customer journey maps to enhance overall customer experience.
