BASIC FUNCTION:
The Vice Provost for Academic Resource Management is responsible for strategic resource planning across the division of Academic Affairs, including budget management, labor relations, and academic space allocation. This includes ensuring resources are optimized across Academic Affairs and are aligned with institutional priorities to support the University’s Strategic Plan. This position will be actively involved in managing the subvention allocation process in support of the University’s new activity-based budget model; engage with academic deans and chief business officers on resource management and multi-year financial planning; and supervise staff who oversee labor relations and matters pertaining to academic personnel for the Office of the Provost. In addition, this role serves as a key advisor to the Provost on all financial and resource allocation matters within Academic Affairs.
Duties and Responsibilities ESSENTIAL DUTIES AND RESPONSIBILITIES:

Resource Allocation In partnership with the Provost, develop and implement processes for the strategic allocation and reallocation of financial resources across the division of Academic Affairs. Develop guidelines, policies, and procedures related to appropriate use of institutional resources as guided by the Provost and in consultation with the Office of Financial Strategy & Planning. Identify and promote innovative practices and technologies to improve resource management and operational efficiencies within Academic Affairs. Facilitate discussions with academic deans and chief business officers (CBOs) on strategic resource management.


Subvention In partnership with the Provost and the Office of Financial Strategy and Planning, develop and maintain a subvention allocation process to support the University’s new activity-based budget model. Align subvention strategies with institutional goals to ensure effective support for academic and administrative units. Engage with academic deans and chief business officers to ensure understanding of subvention allocations and facilitate multi-year financial planning.
Metrics and Forecasts Develop and oversee the implementation of performance metrics to assess the effectiveness of resource utilization and alignment with strategic goals with Academic Affairs. Engage with the Office of Financial Strategy & Planning to develop long-term financial models and forecasts, focusing on aligning resource investments with academic priorities.
Strategic Advice Serve as a strategic advisor to the Office of the Provost on all financial and resource allocation matters within Academic Affairs. Work with the Provost’s chief of staff on the Office of the Provost’s annual budget requests and hearing.
Supervision Supervise the assistant vice provost for academic personnel who advises the Office of the Provost on all aspects of labor relations and faculty hiring and retention, including but not exclusive to appointment terms, compensation, relocation, and start-up packages. Supervise other staff as assigned.
OTHER DUTIES AND RESPONSIBILITIES:

Perform additional duties as required, including the duties of other staff positions in the office.

LICENSES, TOOLS AND EQUIPMENT:

Personal computers and printers; mainframes; word processing, database management and spreadsheet software; calculators. Oracle, PeopleSoft, Banner, Workday.

Required Qualifications REQUIRED:

1. MBA.

2. Minimum of five years of demonstrated successful professional experience in financial management in a complex organization.

3. Demonstrated knowledge of higher education financial operations, policies, and procedures.

4. Demonstrated advanced knowledge of leading practices related to the evaluation of financial and non-financial outcomes within a decentralized organization.

5. Demonstrated analytical and problem-solving skills, including interaction with complex financial models and human resource considerations.

6. Demonstrated experience with human resource policies and practices.

7. Demonstrated strong verbal and interpersonal communication skills.

8. Demonstrated proficiency in written communication, including experience producing professional reports and presentations.

9. Demonstrated ability to work with diverse groups/populations.

10. Demonstrated supervisory experience.

11. Demonstrated experience using the student, human resources, finance, and grant modules of enterprise resource planning systems (e.g., Oracle, PeopleSoft, Banner, Workday).

Preferred Qualifications PREFERRED:

1. Ph.D. in finance, economics, accounting, management, public administration, or related field.

2. Demonstrated experience overseeing HR policies and practices.
