Utility Coordinator
This Opportunity WSP is currently initiating a search for a **Utility Coordinator** for our **Chicago, IL** office. Be involved in projects with our **Construction Management Team** and be a part of a growing organization that meets our client’s objectives and solves their challenges. The Utility Coordinator will serve as the liaison on the Red Line Extension Project (RLE) and function as the primary point of contact for REDefine Southside Partners, Joint Venture (RSP-JV) relative to the RLE Main Line Design-Build (MLDB) Project, RLE Yard & Shop Design-Bid-Build (Y&SDBB) Project, the Chicago Transit Authority (CTA), and all utility agencies. This role is responsible for oversight and reporting of all RLE MLDB & Y&SDBB contract utility relocation and coordination efforts, including identifying and coordinating utility relocation needs, monitoring the RLE MLDB and Y&SDBB contractors' compliance with their respective contracts, as well as any other applicable local, state, or federal utility requirements. This role is also responsible for oversight, tracking, coordination, and interfacing with all utility agencies and leading the interface with other CTA adjacent construction contracts utility efforts. The ideal candidate has strong familiarity with all local, state, and federal utility types and associated requirements commonly encountered on transit and transportation construction Projects in and around the Chicagoland area, such as AT&T, Verizon, Peoples Gas, ComEd, and the Chicago Department of Water Management. The Ideal candidate has also worked on other mega-transit Projects of similar size and complexity for CTA or other transit agencies and can lead and maintain clear communication amongst stakeholders to resolve RLE Project issues related to utility installation, utility relocation, and coordination between all stakeholders. The candidate must foster and maintain positive relationships with all RLE Project participants, contractors and stakeholders. Your Impact + Serve as the primary liaison and point of contact for RSP-JV between the RLE MLDB and Y&SDBB Project teams, CTA, other adjacent projects, and all utility agencies. + Observe and monitor the RLE MLDB and T&SDBB Project schedule and timelines related to utility coordination to ensure efforts of the contractors are coordinated well in advance of the construction and operational needs of all RLE Projects. + Develop and maintain relationships with the RLE MLDB and Y&SDBB Contractors and all utility agencies to ensure open and timely communication of requirements and the needs of the RLE Project and those of the utility agencies. + Identify and facilitate the resolution of any issues or concerns raised by the CTA and/or the utility agencies regarding the RLE Project. + Manage communication and provide clear progress tracking and status updates to CTA and all RLE stakeholders relative to utility relocation and coordination. Create and maintain tracking logs of all utility relocation and coordination efforts that will be used for reporting and progress tracking. + Know and understand the contractual obligations included in all related RLE Project contracts and ensure the contractors are compliant with all requirements at all times. + Assist with data collection and updating of the GIS model and database relative to all RLE MLDB and Y&SDBB Project utility coordination and relocation efforts. + Assist the RLE MLDB and Y&SDBB Project team with permitting and help ensure all necessary permits and approvals are obtained from government and utility agencies and that the RLE MLDB and Y&SDBB Project complies with CTA and other regulatory requirements. + Lead efforts associated with damaged utilities or utility strikes that occur onsite relative to the RLE MLDB and Y&SDBB Project. Work closely with the RLE Project team to assist with any crises or emergencies related to utilities on the RLE MLDB and Y&SDBB Project that could impact the community or any other stakeholders. + Create tracking metrics and provide regular reports or updates to RLE MLDB Project leadership on all matters associated with RLE MLDB and Y&SDBB Project utilities and any coordination efforts with other adjacent projects. + Assist with project controls-related functions for the RLE MLDB and Y&SDBB Projects relative to utility relocation efforts, including schedule reviews, pay application reviews, drafting change orders, and contractor proposals review and evaluation. + Interface and coordinate with other RSP-JV disciplines as needed, including government & community relations, third-party and railroads, permitting, design, and constructability reviews, and general construction oversight. + Assist in the oversight of the RLE MLDB and Y&SDBB contractors as well as the utility agencies performing work on the RLE Project relative to Buy America Build America requirements. + Exercise responsible and ethical decision-making regarding company funds, resources and conduct, and adhere to WSP’s Code of Conduct and related policies and procedures. + Perform additional responsibilities as required by business needs Who You Are **Required Qualifications** + Bachelor’s degree in Engineering, Construction Management, Architecture, or any other related field or equivalent experience. + 7+ years of experience working on transit, transportation, or other large-scale infrastructure construction Projects. + 2+ years in managing or overseeing utility relocation or coordination efforts. + Proven experience in the management of large-scale construction and utility projects that are of similar size and complexity. + Excellent communication and interpersonal skills, with the ability to engage diverse stakeholders and represent the company and RLE Project in a professional manner. + Ability to handle and prioritize multiple tasks in a fast-paced and often stressful environment. + Strong problem-solving, analytical, and negotiation skills. + Knowledge of local, state, and federal regulations related to public transit and construction projects. + Strong computer skills, including the ability to efficiently use email and the full range of Microsoft products. + Strong ability to read, understand, and interpret contracts, including drawings, specifications, technical requirements, and general contract language. + Must have the ability to commute to and from home to and around the RLE Project site daily and as otherwise needed. + Able to work off shifts or other non-typical work schedules based on the RLE Project needs and to support the field work. + Must be able to work in person on the project site full-time.
