Program Summary

KBR supports the operational needs of U.S. armed forces at Morón Air Base in Spain and several bases in Turkey. We provide program management, civil engineering, morale, welfare, and recreation support, among other essential services. Awarded by the Air Force Installation Contracting Center, our contract spans a five-year base period with three one-year options, reflecting our commitment to excellence and operational support.

Job Summary

The Furnishings Management Supervisor oversees the Furnishings Management Systems (FMS) program at Incirlik Air Base (IAB) and its geographically separated units (GSUs). Acting as the direct supervisor for Furnishings Management. This role assumes full responsibility for the housing operations program in the Housing Manager’s absence. Responsibilities include managing daily operations for Unaccompanied Housing (UH) and Military Family Housing (MFH), maintaining housing program quality, ensuring occupant satisfaction, overseeing furnishings inventory, and ensuring compliance with U.S. Air Force Air Force Instructions (AFIs), the UABOS Performance Work Statement (PWS), and local base policies at both Incirlik and the GSUs.

Roles and Responsibilities

Furnishings Management Systems Responsibilities:

Manage daily operations of the Furnishings Management Systems (FMs), including inventory, storage, issuance, pickup, and disposal of government-furnished property.Coordinate with the Housing Manager to oversee budgeting and procurement activities for Housing and Furnishings Management programs.Maintain accurate accountability and serviceability of furnishings and appliances across all housing types, including General Officer Quarters (GOQ) support.Coordinate delivery and pickup of furnishings to meet Permanent Change of Station (PCS) and housing assignment timelines.Track asset lifecycle, initiate repair or disposition, and maintain proper documentation per AFI 32-6000.Oversee contractor support and ensure adherence to safety and manufacturer standards for storage and handling.Provide furnishing support to Istanbul UH operations and ensure appropriate coordination with the Incirlik UH Office.

Housing Program Responsibilities:

Manage MFH occupancy, assignments, terminations, inspections, and quality control.Oversee UH and assist with base-wide relocation support and PCS in-processing.Ensure compliance with housing adequacy standards, facility readiness, and policy enforcement across IAB and GSUs.Maintain and utilize the Enterprise Military Housing (eMH) system and generate reports.Conduct housing briefings, newcomer orientations, and town halls as required.Respond to customer inquiries, resolve disputes, and track resident satisfaction metrics.Participate in Housing Requirements and Market Analysis (HRMA), Housing Community Profile (HCP), Family Housing Management Plan (FHMP), and General Officer Quarters Management Plan (GOQMP) planning and data collection activities.

Supervisory and Coordination Duties:

Supervise assigned housing and FMS personnel across geographically separated units, ensure training compliance, performance evaluation, and workload distribution.Coordinate with Civil Engineering Operations, Environmental, and Real Property staff to address facility issues impacting housing and neighborhood quality.Collaborate with the Housing Manager and Chief of Installation Management to maintain housing and FMS budgets.Assist in policy development and continuous process improvements aligned with the Base Instructions and the UABOS PWS housing and FMS sections.

Basic Responsibilities

Communicate effectively with clients, colleagues, and government officials via telephone, computer, and in-personDaily use of organizational and multitasking abilities with a focus on detail, accuracy and quality of workTravel to GSUs when required.Daily use of Microsoft Office Suite (Word, Excel, PowerPoint, Outlook) to complete reports, tasks, and communicate with customers and co-workers and housing software systems (e.g., eMH, NexGen IT).

Basic Qualifications

Turkish CitizenHigh school diplomaSpeak, read, write English level 3Minimum of 3–5 years of experience in housing management, furnishings management, or a related facilities/program management role.Valid driver’s license

Preferred Qualifications

Bachelor’s degree in business administration, Facilities Management, Public Administration, or related field.Experience managing Furnishings Management operations at a USAF installation.Experience working within U.S. Government contracting environments, specifically UABOS or BOS-I contracts.Familiarity with General Officer Quarters (GOQ) support requirements.Prior experience serving as Deputy or Chief in a military housing office setting.Knowledge of Turkey or OCONUS housing policies is advantageous.

All positions require the applicant to obtain and pass a medical physical that is certified by a doctor.

All positions require a current and favorable Turkish Security background check.
