POSITION HIGHLIGHTS
+ Monday - Friday.
+ Full Time, 40 hours per week.
+ First Shift, 7:30 AM to 4:00 PM.
+ Location: East Great Plains (Norwich) Maintenance Facility
+ This is an on-site position.
THE ROLE
The Transportation Maintainer 3 (Skilled Tree Climber) plays a key role in highway operations, helping ensure roads are safe and well-maintained. The role involves skilled work (but below journeyman level) in building, maintaining, and repairing roads, bridges, and related facilities to include:
+ Performing routine tree and landscape maintenance along roadways.
+ Removing hazardous, dead, or dying trees to improve safety and visibility.
+ Trimming or cutting back trees, limbs, and brush to maintain clear zones, road signage visibility, and safe passage for vehicles.
+ Assessing trees for hazards and determine if trimming or removal is needed.
+ Using climbing gear, safety lines, and specific knots properly and safely when working in trees or operating from a bucket truck.
+ Operating and maintaining equipment such as chainsaws, pole pruners, harnesses, bucket trucks, and other safety gear.
+ Ensuring public and crew safety during all tree operations.
Additionally, this position will participate in snow and ice removal operations, assist with storm cleanup, including removing fallen trees and branches, patching potholes, maintaining roadsides, installing or repairing guardrails, operating construction equipment, and may respond to traffic accidents.
ELIGIBILITY REQUIREMENTS
+ Applicants must indicate that they hold a valid Commercial Driver's License (CDL), with the "tank endorsement," in the "Licenses and Professional Certifications" section of the application, or they will not be considered. Applicants invited to interview will be required to produce a copy of their current valid Commercial Driver's License (CDL) Class A or B, reflecting the "tank endorsement" and valid Medical Examiner's Card (MEC) at the time of interview, or they will be immediately disqualified.
+ Incumbents in this class will be required to have a 20-mile residency from the posted job location.
+ Certified in aerial bucket truck, and fall protection (which includes safety-harness and trauma strap), through the Department, is required prior to being eligible for interview and skill evaluation practicum.
+ Incumbents in this class must be willing to accept emergency overtime duties, including snow and ice removal, whenever his or her services are needed; mandatory winter overtime from November 1 through April 30. Various storm events will require employees to stay at work for the duration of the storm, which at times could be up to a period of several days, to include holidays and weekends.
+ Candidates will be required to bring a copy of their Master Application at the time of interview.
+ The Agency will conduct practicum for the Transportation Maintainer 3 (Skilled Tree Climber) position, to evaluate and determine whether or not candidates have the skills and qualifications to perform the duties of this position. Practicums shall be conducted pursuant to the Department of Transportation Administrative Guidelines for Conducting Practicums and will be part of the interview process.
+ Eligible candidates will be required to be interviewed, prior to being eligible for the skill evaluation practicum.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Transportation and the Connecticut Airport Authority this class is accountable for performing a variety of skilled tasks at less than the journeyperson level in the construction, maintenance and repair of state roadsides, roadways, bridges, airports and other departmental facilities; operates and maintains the more complex mechanical equipment; works as a skilled mechanic at less than the journeyperson level in the repair of mechanical equipment.
EXAMPLES OF DUTIES
+ Accomplish daily routine tree and landscape maintenance activities as a moderately skilled tree climber, such as removal of dead and/or dying trees and any trees that may be determined to be hazardous to the highway and motorists.
+ Perform identification and evaluation of trees for hazards requiring removal and/or trimming.
+ Cut back trees, limbs, brush to maintain sightlines and vertical and horizontal clearances to all types of roadway signing (directional and advisory), clearances for safe vehicle passage, and visibility at intersecting state roadways.
+ Must be able to identify climbing hazards, the necessity of and safe utilization of climbing and lowering lines with the use of specific knots and tying-off procedures.
+ Must have knowledge and experience with the safe operation of the equipment utilized by the Tree Crew (chain saws, pole pruners, bucket trucks, harnesses, chaps, etc.), while ensuring the safety of highway traffic during tree operations when climbing trees, using bucket truck, etc.
+ Collaborate with utility tree contractors for maximum efficiency during storm cleanup or other operations (utilities must handle trees near wires).
+ May be required to participate in regular maintenance activities such as pothole patching, fence repair, roadside mowing, roadside brush cutting for sight lines for signs and other features, debris and litter removal, and traffic incidents.
+ Responds to emergency overtime work for such natural disasters and traffic incidents as well as emergency tree removal and responds to all emergency snow and ice operations during the winter months in order to fulfill the Department’s policy regarding snow and ice removal.
+ May also be required to oversee a group of DOT Maintainers to ensure that duties are completed in accordance with DOT Policy and Procedure.
+ Requires some knowledge in identifying and assessing trees for disease, damage, and potential hazard, as well as safe and proper use and care of all tree-work related equipment and safe practices for the workers, public, traffic, and property within the work zone area.
+ Performs minor equipment maintenance.

+ Post Pounder (driver only);

+ Track-mounted skid steer with various attachments including but not limited to:
+ Standard bucket;

+ Snow blower;
+ Sweeper;
+ Dozer blade.
DUTIES:
+ Drainage pipe setting;
+ Driver of wing truck with plows attached during snow and ice truck operations;
+ Performing skilled tasks in one or more of the following areas or trades:
+ Construction;
+ Maintenance;
+ Mechanical repair;
+ Electrical;
+ Carpentry;
+ Masonry;
+ Welding;
+ Automotive and heavy equipment mechanical repair;
+ Plumbing;
+ Painting;
+ Test boring;
+ Skilled tree climber;
+ Inspector of VIP projects;
+ District Office Radio Operator (backup);
+ Service patrol;
+ Sign erector (general);
+ Pothole patcher operator;
+ May supervise a materials management stockroom;
+ In addition to other duties, may assist a Transportation Maintenance Manager in preparing and checking reports;
+ Wildlife hazard control;
+ Radio monitoring and communication;
+ Escort vendors, contractors, etc. in secure areas (state owned airports only);
+ In addition to other duties incumbents in this class may be required to receive training in, stand by for and respond to fire and/or crash emergency situations at state-owned airports;

KNOWLEDGE, SKILL AND ABILITY
+ Considerable knowledge of construction, maintenance and repair techniques of roadsides, roadways, bridges or airports;
+ Knowledge of processes and materials used in construction and maintenance trades;
+ Oral and written communication skills;
+ Considerable ability to use and make ordinary repairs to more complex mechanical equipment;
+ Ability to
+ operate equipment as listed on attached Addendum;
+ keep shop records and prepare reports;
+ use, set up and maintain ordinary bench and other shop machine tools and equipment;
+ understand and follow written and oral instructions;
+ utilize computer software.
MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Two (2) years of experience in the construction, landscaping, commercial driving, snow plowing, maintenance and repair of roadsides, roadways, bridges or airports, in work involving the operation and care of mechanical equipment, or in work in one of the recognized maintenance trades.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
Graduation from a vocational or technical school with a diploma designating completion of the subject requirements in one of the maintenance trades may be substituted for the General Experience.
PREFERRED QUALIFICATIONS
+ Skilled tree-related work experience.
+ Skilled tree climbing experience.
SPECIAL REQUIREMENTS
+ Incumbents in this class may be required by the appointing authority to possess and retain appropriate current licenses, permits and/or certifications.
+ Incumbents in this class must be willing to accept assignment to emergency duties, including snow and ice removal, whenever their services are required.
CHARACTER REQUIREMENTS
At state airports: In addition to the checking of references and of facts stated in the application, a thorough background investigation of each candidate may be made before persons are certified for appointment.
PHYSICAL REQUIREMENTS
+ Incumbents in this class must have adequate physical strength, stamina, physical agility and visual and auditory acuity, and must maintain such physical fitness in order to perform the duties of the class.
+ A physical examination will be required.
WORKING CONDITIONS
+ Incumbents in this class are exposed to extremes of weather conditions, to frequent lifting of heavy weights, to highly dangerous road and traffic conditions, including exposure to heights when working on bridges, to poison ivy, insect bites and allergy irritants during summer months, and to loud and potentially dangerous machinery.
+ The appointing authority may require completion of an asbestos removal program consistent with EPA guidelines for operations and maintenance during employment in this class. Incumbents may be required to use protective equipment such as respirators and safety goggles.
