The Specialist, Learning Needs & Hard Skills Programs is responsible for identifying, designing, and executing capability-building initiatives focused on technical and functional skills across all business units. This includes the management of English language programs and other foundational skill tracks.
The role ensures that all learning initiatives are aligned with strategic business needs, delivered with operational excellence, and monitored for measurable impact. This position plays a critical role in enhancing the organization’s workforce readiness, enabling transformation, and ensuring learning investments deliver tangible value.
Key Responsibilities:
Conduct enterprise-wide learning needs assessments to identify technical, functional, and foundational skill gaps.Design and implement learning solutions that address identified needs in collaboration with functional leaders and subject-matter experts.Manage the full cycle of English training programs and other foundational development tracks.Track and evaluate the effectiveness and ROI of all hard skills programs using clear KPIs and business impact metrics.Oversee vendor selection and management, ensuring quality delivery, budget alignment, and optimal cost-benefit.Maintain control over the budget assigned to hard skills development and prepare regular reporting for leadership.Produce dashboards, insights, and recommendations to continuously improve the impact and effectiveness of programs.Stay current on market trends and recommend innovative training methods and platforms.Principal Duties
Learning Needs Analysis Across Functions
Lead diagnosis of technical/hard skills gaps through data, business input, and performance analysis.Translate findings into actionable learning plans aligned to functional priorities.Design & Execution of Technical Learning Programs
Plan and deploy hard skills training calendars, ensuring timely and relevant content delivery.Coordinate with external vendors and internal SMEs to deliver targeted programs.Oversight of English and Foundational Skills Training
Manage end-to-end coordination of English language programs and other essential capability tracks.Monitor participation, progress, and effectiveness.Program Evaluation & ROI Measurement
Define and track program effectiveness through KPIs, participant feedback, and business outcomes.Report on ROI and recommend adjustments or scale-ups based on impact.Budget Control & Vendor Optimization
Own the budget for hard skills development, ensuring efficiency and alignment with strategic spend.Identify and assess external providers to ensure cost-quality balance.Reporting & Continuous Improvement
Deliver dashboards, insights, and recommendations to HR and business leadership.Propose new formats, tools, or platforms to enhance learning delivery and engagement.Education and Experience
Bachelor’s degree in HR, Business Administration, Industrial Engeneering, Education, Organizational Development, or a related field.3+ years of experience in Training field, preferably with a focus on technical or functional skill development.Proven track record conducting learning needs assessments and designing end to-end training solutions across diverse functions (e.g Commercial, Operations, Finance, IT, etc.) Experience managing external training vendors and negotiating contracts with a focused on quality and cost-efficiency.Demonstrated ability to manage budgets and measure training impact using KPIs, hard skills training ROI models.Previous experience managing or coordinating English courses and scholarship programs for employees, foundational learning initiatives is a strong plus.Experience working in fast-paced matrixed, or multinational environments is desirable.Fluency in English.Knowledge and Competencies
