The Work You Will Do: Traffic Services Engineer III - District Five / District Traffic Operations / Traffic Studies & Services This position will help to ensure the safe and efficient movement of people and goods by analyzing traffic patterns, implementing traffic control systems, and developing solutions to address traffic congestion and safety concerns. This position will interact with the public, elected officials, other engineers, and regional stakeholders. This position will also manage a team of other staff to help accomplish agency goals. Woodland Blvd. DeLand, FL 32720 Annual Salary Range: $96,245.72 - $124,553.29 Your Specific Responsibilities: Directs, supervises and manages the Traffic Studies & Services Sub-Sections. Supervises employees spending the majority of the time communicating with, motivating, training, and evaluating employees, and planning and directing employees’ work. Has the authority to effectively recommend the hiring, transferring, suspension, lay off, recall’s, promotions, discharges, assignments, rewards, or disciplinary actions for subordinate employees. Plans and directs workloads, deadlines, work objectives and time utilization with subordinate staff. Provides direction and ensures that all subordinates receive training and instruction in methods and techniques necessary to safely perform their assigned tasks. Develop and review engineering reports and studies. This includes study documentation and presentation of findings and conclusions, analysis of engineering data, and coordination of resources necessary to produce reports. Signs and seals engineering documents as required. Assist Traffic Services Program Engineer in coordinating project production with the Department's Work Program. This includes establishing and maintaining effective working relationships with the district's Work Program Unit so that project schedule and control can be efficiently managed. Assist with the development and coordination of Traffic Operations work program. Provide review comments on plan submittals generated by the Department and other entities. This includes developing technical comments directed to the design project manager or design engineer of record based on traffic engineering fundamentals, Department design standards, and engineering judgment. Includes accepting/rejecting the responses to those comments. Participate in meetings, on committees, task teams and other groups with internal and external customers to represent traffic engineering interests. Includes, providing useful commentary and review of work products as well as developing correspondence and follow-up contact as needed. Assist District Traffic Services Engineer in implementing business and related plans to guide resource allocation and achieve unit performance targets. Includes collaborating with others in plan development, reporting plan results, linking performance targets to SMART (Specific, Measurable, Achievable, Realistic and Time-bound) objectives in staff expectations, and identifying and making resource recommendations. The Successful Candidate will have the following required Knowledge, Skills, and Abilities: Knowledge of: + Concepts, terminology, principles and analytical techniques of engineering . + TSM&O concepts, terminology, principles and practice. + Traffic signal system design, operation, maintenance and performance measurement. + The Manual on Uniform Traffic Control Devices (MUTCD). + Traffic engineering study guidelines. + Identifying, analyzing and solving traffic operations, operational problems. + Business plan development and implementation. + Contract management. Skills in: + Traffic engineering study guidelines. + Identifying, analyzing and solving traffic operations, operational problems. + Developing and making presentations. + The use of computer applications such as Microsoft Word processing, spreadsheet, presentations applications, Email and internet. + Establishing working relationships effectively and working with others, outside the line of formal authority, to accomplish organizational goals and to identify and resolve problems. Licensure/Registration/Certification Requirements: + Registered Professional Engineer in accordance with Chapter 471, Florida Statutes.
