Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION THAT REQUIRES MILITARY MEMBERSHIP. This National Guard position is for a TRAFFIC MANAGER, Position Description Number PDD1481000 and is part of the Mississippi National Guard. Responsibilities As a TRAFFIC MANAGER, GS-2130-9, you will procure transportation for freight and passengers on behalf ofthe government. Manages all functions of the branch, which includes directingthe traffic management program, providing technical traffic management advisoryservices, establishing operating requirements, formulating traffic managementpolicies, and developing traffic management programs for both peacetime andwartime. (1) Incumbent serves as the technical transportation advisor to the Director ofLogistics and other base operating officials on all matters directly dealing with themilitary and commercial movement of personnel and equipment. Analyzes andadvises on transportation considerations relative to the domestic and foreignmovement of equipment, supplies, and personnel via surface and air modes.Develops, maintains, and exercises the traffic portion of mobilization plans, aswell as training programs for managers and mobilization augmentees on relatedtransportation subjects. Analyzes traffic data and characteristics to determineareas of potential improvement, identifies economic and efficient uses oftransportation, and projects mission transportation requirements. Develops budgetary and financial planning data in support of traffic management functionsand manages the budget associated with the commercial movement ofequipment, supplies, and personnel. Serves as liaison with commercial carriersand other government agencies. Uses and interprets Joint Travel Regulations,Technical manuals, Air Force Commercial Traffic Bulletins, ICC and DOTRegulations, Comptroller General Decisions, and Code of Federal Regulations. (2). Ensures the traffic management and transportation services required tosupport the mission are accomplished; such as services incident to receipt,processing, and dispatch of commodity and passenger traffic, to includedemurrage charges, drayage and other accessorial services not directly relatedto line-haul movements. Responsible for the preparation of TransportationDiscrepancy Reports (TDR) and other documents in support of governmentclaims against carriers for freight loss and damage and for failure to providecontracted services. Responsible for safeguarding, accomplishing, and issuing,accountable transportation documents to include, Government Bills of Lading,Transportation Requests and Uniform Services Meal Tickets. Establishes localpolicies and procedures to support the economical transportation of contractuallyprocured material from vendor plants. Interprets and enforces federal, state, andlocal regulations concerning the movement of hazardous materials and generalcommodities, through all modes of carriage. Serves as technical advisor andcertifier for originating hazardous waste material shipments, ensuring properpackaging, marking, labeling, identification, and manifesting for disposal.Monitors and directs handling, packaging, and shipping of firearms, explosives,and electrostatic sensitive discharge (ESD) items. (3). Inspects or provides for the inspection of commercial carrier terminals to locateand expedite the delivery of astray government shipments. Ensures carriercapability to comply with government requirements and specifications. (4). Administers the procurement of military and civilian passenger travel, bothdomestic and international. Supervises the arrangement of routing andreservations, ensuring special fares and/or discounts are utilized when feasible.Ensures advance procurement of such transportation services to achievegreatest overall cost avoidance and supervises the audit of Travel ServicesContractor for application of all appropriate discounts for official travel. Advisestravelers on entitlements and responsibilities and manages the processing ofrefunds for unused commercial tickets into the government accounting system (5). Manages and ensures execution of the Reusable Container Program and the463L Pallet and Net Program. Coordinates with functional managers to ensureassets are accounted for, serviceable, stored properly, and maintained foremergency deployment (6). Exercises supervision over subordinate employees. Implements provisions ofpersonnel management, such as the Equal Employment Opportunity (EEO)program, merit promotion, career development, performance appraisals,counseling service, incentive awards and position management. Selects orcontributes significantly to the selection of subordinates. Hears employeegrievances and works with union representatives, as necessary. Plans for andschedules assignments to subordinates based on capabilities. Provides trainingdesigned to improve employee performance. Develops performance standardsand evaluates subordinates accordingly. (7). Performs other duties as assigned. Requirements Conditions of Employment Military Grades: E1-E6 CONDITIONS OF EMPLOYMENT & NOTES: 1. Must be able to obtain and maintain the appropriate security clearance of the position. 2. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. 3. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day. 5. For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license Qualifications This is an indefinite position, tenure 3, with a time limit determined by the needs of the agency. Any permanent military technician who is selected for this position will become tenure 3. The selectee will receive the same benefits and entitlements as the tenure 1 employee but will be considered tenure 3 for purposes of reduction in force. You can be terminated at any time with a 30-day notice. If a permanent resource becomes available, incumbent may be converted to a permanent appointment without competition. NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted service position that requires membership in a compatible military assignment in the National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. MILITARY MEMBERS WITH BONUSES: Upon acceptance of a military technician position military members who are currently receiving a military Reenlistment/Extension Bonus (REB) or GI Bill-SR Kicker may lose incentive eligibility and may be subject to termination or suspension of incentive (includes indefinite and temporary technicians on assignment for more than 180 days in any continuous 12-month period). GENERAL EXPERIENCE: : Experience, education, or training which has provided the applicant with a knowledge of and understanding of administrative, professional, analytical, or other work relating to traffic or transportation programs or operations. Must be skilled in dealing with others in person-to-person work relationships. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: Must have at least 24 months experience, education, or training interpreting regulations/requirements and developing local policies to implement changes effectively. Experience applying applicable Federal, State, and local laws and regulations concerning transportation and traffic procedures. Experience preparing reports and recommendations involving appeals, special permits, adjustments in rates and charges. Experience which involved negotiations with carriers on individual shipments or traffic movement.???????
