The primary objective of this initiative is to improve placement stability and child outcomes by aligning placement decisions with each childs unique needs, and by enabling timely, secure communication between caseworkers and licensed care providers. The platform will support the end-to-end placement lifecycle—from matching and referrals to communication, documentation, and tracking. Background Child placement is one of the most critical and complex aspects of the child welfare system. Determining the best possible placement for a child involves weighing multiple factors such as behavioral and medical needs, sibling relationships, caregiver capabilities, location, licensing requirements, and placement availability. Despite the importance of these decisions, agencies often rely on manual processes, fragmented systems, and outdated data, which can result in delays, inappropriate matches, and placement instability. Additionally, once a placement is initiated, tracking the history of decisions, referrals, communications, and placement outcomes across multiple providers becomes equally challenging. Inconsistent documentation, limited data sharing, and inefficient workflows hinder the ability to ensure continuity of care and monitor placement effectiveness. To address these issues, MDCPS is pursuing a modern technology solution that integrates with its CCWIS, provides intelligent placement matching, enables secure collaboration with providers, and ensures robust placement event tracking and documentation. 1. In Scope of Work & Deliverables The Vendor shall design, develop, and implement a secure web-based application that delivers the following features and capabilities: 1.1. System Access & Integration 1.1.1. Integrate with MDCPSs Comprehensive Child Welfare Information System (CCWIS). 1.1.2. Support context-aware launching from within CCWIS, with the ability to pass relevant identifiers (e.g., child/person ID). 1.2. Placement Matching Capabilities 1.2.1. Allow authorized users to initiate a placement search using configurable criteria (e.g., placement type, sibling group, legal status, waiver status, special needs). 1.2.2. Retrieve and display eligible placement resources, including foster homes, congregate care, and independent living programs. 1.2.3. Support filtering and weighting of search results based on configurable factors (e.g., proximity, oversight level, capacity). 1.2.4. Implement a configurable match scoring algorithm to assess suitability based on defined criteria. 1.2.5. Allow weighting of attributes such as geographic proximity, provider capacity, sibling accommodations, trauma history alignment, service capabilities, and cultural preferences. 1.2.6. Display the match score to users for each resource returned. 1.2.7. Provide a breakdown of the contributing factors to each score, highlighting how criteria influenced results. Flag provider attributes that detract from match quality. 1.2.10. Display detractors to agency users in the search results and/or summary view. 1.2.11.
