Description and Functions
GENERAL DESCRIPTION:
The Wyoming Department of Education (WDE) is seeking a highly motivated and experienced individual to serve as WDE's Title I director. This pivotal role is responsible for overseeing critical functions that ensure effective resource allocation, compliance, and support for educational programs under Title I, Part A of the Every Student Succeeds Act (ESSA). The successful candidate will play a key role in supporting school districts with Title I activities that provide a robust and equitable education for all Wyoming students.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function that may be performed at the job level.
+ Lead and manage the comprehensive grant review process for Title I, Part A funds. This includes developing review criteria aligned with ESSA, ensuring compliance with federal grant guidelines, and providing technical assistance and feedback to local education agencies (LEAs) on their Title I applications and programs.
+ Administer and oversee the ESSA Section 1003 School Improvement program, including the allocation of funds to LEAs with schools identified for Comprehensive Support and Improvement (CSI) or Targeted Support and Improvement (TSI).
+ Guides LEAs in developing and implementing evidence-based school improvement plans, monitoring progress, and ensuring fiscal accountability for these funds.
+ Design, develop, and deliver high-quality professional development opportunities for WDE staff, school districts, and educational stakeholders, focusing on areas related to Title I program implementation, fiscal accountability, equitable services for private schools, parent and family engagement requirements, and school improvement strategies.
+ Accurately determine Title I, Part A allocations for school districts based on federal formulas and state-specific data.
+ Understanding of federal education finance regulations, data analysis, and the ability to explain complex allocation methodologies clearly to LEAs.
+ Serve as the WDE's primary liaison for foster care students, ensuring compliance with federal and state laws, particularly the ESSA provisions related to foster care educational stability and enrollment.
+ Collaboration with the Department of Family Services, school districts, and other agencies to promote educational stability, facilitate enrollment, and advocate for the needs of students in foster care.
+ Administer Wyoming's involvement in national recognition programs, including the National Blue Ribbon Schools program and the National ESEA Distinguished Schools program.
+ Coordination with the nomination process with the U.S. Department of Education and the National Association of ESEA State Program Administrators (NAESPA), reviewing and supporting school applications, and promoting recognized schools within the state.
+ Monitor and interpret relevant federal laws (specifically ESSA, with a focus on Title I and school improvement) and state policies pertaining to Title I programs, ensuring WDE oversight and LEA compliance.
+ Conduct program monitoring visits and provide corrective action support as needed.
+ Work collaboratively with other WDE divisions (e.g., Special Education, Accountability), school districts, and external partners to integrate services, share information, and optimize support for educational initiatives impacting Title I students and identified schools.
+ Develop and maintain robust reporting systems for Title I grant activities, funding allocations, foster care data, and school improvement outcomes as required by ESSA.
+ Utilize data to inform decision-making, identify trends, and demonstrate program effectiveness.
+ Provide expert technical assistance and guidance to school districts and other stakeholders on all matters related to Title I program design, implementation, fiscal management, and compliance, as well as foster care student support and school improvement initiatives.

Qualifications

Will be given to applicants with a Bachelor's degree in business management, business administration, education, public administration, public policy, or related fields.

MINIMUM QUALIFICATIONS:
Education:
Bachelor's Degree (typically in Education)
Experience:
1-2 years of progressive work experience (typically in Education or Instruction) with acquired knowledge at the level of an Education Program Specialist.
OR
Education & Experience Substitution:
4-6 years of progressive work experience (typically in Education or Instruction) with acquired knowledge at the level of an Education Program Specialist.
