**Position Summary**
The Telecommunication Engineer focused on the District's network infrastructure. Expert in designing and deploying data center networks critical to utility operations. Strong focus on network security, performance monitoring, and disaster recovery. Ideal candidate ensures resilient, scalable connectivity and supports operational continuity across field and corporate environments.
**Essential Functions**

Essential duties and responsibilities may include, but are not limited to, the following:
+ Learn the telecommunications needs of the utility, collaborate with team members for potential solutions, design and participate with the implementation of complex telecommunication systems.
+ Learn how to diagnose and resolve communications and data issues related to application communication, telemetry and infrastructure. This includes capturing and/or analyzing network traffic with WB12ireshark and other similar tools.
+ Understand how to maintain accurate records within the telecommunications and fiber optic department to facilitate accurate cost allocations and correct budget spending; manages the policies, procedures and documents regarding telecommunication data and voice systems; may be responsible for maintaining records of FCC licenses.
+ Provides on-call support - after hours / weekends as required.
+ Maintain comprehensive documentation, including troubleshooting guides, standard operating procedures, and best practices.
+ Perform related duties as required or assigned.

**Telecommunications Engineer I-Network:**
+ Understand the data network infrastructures, including LAN (Local Area Network), WAN (Wide Area Network), and data center networks.
+ Understand the network devices (routers, switches, firewalls, access points) to ensure robust and scalable connectivity.
+ Understand how to configure and manage network devices and protocols such as IP addressing, DNS, DHCP, VLANs, and routing protocols (e.g., OSPF, BGP, EIGRP).
+ Learn the network security measures, including access control, VPNs, firewalls, and intrusion detection/prevention systems.
+ Understand how to troubleshoot network issues related to performance, connectivity, and configuration, identifying root causes and resolving them promptly.
+ Learn end-users and network-related issues.
+ Learn how to use tools such as SNMP, Wireshark, SolarWinds, or Nagios to ensure optimal performance and reliability.
+ Learn how to assess networks to understand how to improve efficiency and reduce bottlenecks.
+ Learn what network security protocols are to protect against data breaches, cyberattacks, and unauthorized access (e.g., firewalls, VPNs, ACLs).
+ Learn how to assess and apply patches or updates to network hardware and software.

**Telecommunications Engineer II-Network:**

+ Collaborate with planning and deploying network devices (routers, switches, firewalls, access points) to ensure robust and scalable connectivity.
+ Collaborate with team members to configure and manage network devices and protocols such as IP addressing, DNS, DHCP, VLANs, and routing protocols (e.g., OSPF, BGP, EIGRP).

+ Bachelor’s Degree in Engineering, Technology other relevant degree or additional 2 years of relevant experience in lieu of degree
+ O to 2 (two) years of beginning level experience in network engineering or telecommunications network systems design and support.
**Preferred Qualifications** (Education, Experience, Licenses & Certifications):
+ Utility experience
+ Cisco Certified Network Associate (CCNA)
+ CompTIA Network **Telecommunications Engineer II-Network:**
**Required Qualifications** (Education, Experience, Licenses & Certifications):
+ Bachelor’s Degree in Engineering, Technology or additional 2 years of relevant experience in lieu of degree
+ 3 (three) years of progressively responsible experience in network engineering or telecommunications network systems design and support
