Technical Specialist - OPD Financial Sustainability and Business Services Development
Do you have knowledge and experience in financial and business planning, particularly in the disability or social services sector? Apply your expertise and tools to support selected Organisations of People with Disability (OPD) in Timor-Leste, to strengthen their financial planning and sustainability. Short term contract, up to 30 days between September 2025 and April 2026. Inputs are desk-based and in Dili, Timor-Leste.  Category C, Level 3 under DFATs ARF.

About the Program

The Australia Timor-Leste Partnership for Human Development (PHD) is a 10-year program funded by the Government of Australia and implemented by Abt Global until May 2026. The partnership is dedicated to improving the wellbeing of Timor-Leste’s people and strengthening their ability to contribute to the nation’s development. 

Through PHD, Australia and Timor-Leste aim to achieve 4 goals that are crucial to realising Timor-Leste’s Strategic Development Plan 2011–2030:

Improving the health of the Timorese people  Improving the literacy and numeracy of girls and boys Advancing equity for people with disabilities Advancing gender equality

PHD focuses on strengthening government systems to enable Timor-Leste to deliver higher-quality primary healthcare and basic education and to advance disability inclusion and gender equality.

About the Opportunity

Under the supervision of the PHD Lead – GEDSI, the Technical Specialist – OPD Financial Sustainability and Business Services Development will provide organisational capacity support to Timor-Leste's two main Disability Organisations on financial sustainability. PHD has been providing organisational capacity strengthening support to Ra’es Hadomi Timor Oan (RHTO) and Asosiasaun Defisiénsia Timor-Leste (ADTL). This support has focused on establishing or strengthening internal policies and strategies. 

The two organisations have indicated an interest in support to further strengthen their financial sustainability planning. Both organisations receive funding from donor agencies, government of Timor-Leste and non-governmental organisations. The changing donor landscape means it is timely to consider developing a plan that includes diversification of donor support. 

Both organisations offer a range of services in the disability equity space, ranging from disability audits and disability awareness training to advisory services on how to improve accessibility of government schools and health facilities. There are opportunities to create or expand an offering of services for fee, through which the two organisations can recoup direct costs as well as cover overhead costs.

Using tools and processes that are tailored to the context of working with persons with disabilities and with not-for-profit organisations in a low resource environment, the Technical Specialist will work closely with ADTL and RHTO to: 

Develop a financial sustainability plan for each organisation, including an annex with details on risk identification and mitigation. Assess potential to develop existing technical expertise into services for fee, by identifying potential products and services and expected audiences/clients. Demonstrate how to conduct a market analysis for one potential product or service for each organisation Offer training and mentoring for ADTL and RHTO to conduct their own market analyses for other products or services.  Outline steps and mechanisms for ADTL and RHTO to develop and market such services, using tools with demonstrated effectiveness for non-profit organisations.  Provide training on financial management and services development to relevant staff of the two organisations, including pricing of services, delivery strategy, marketing and branding, and quality assurance and feedback.

About You 

We are seeking an individual who will bring: 

Tertiary qualifications in Finance, Business Administration or other relevant field. Significant professional experience in developing and implementing business plans and strategies in relation to financial sustainability and new services development, preferably with Organisations of People with Disability. Experience working in the disability or social services sectors, and with not-for-profit or international development organisations is highly desirable. Previous experience working in the Asia Pacific region (including Timor-Leste) is highly desirable. Strong interpersonal skills and ability to effectively communicate and facilitate engagement with diverse stakeholders is essential. Experience delivering training using adult education principles and in mentoring senior colleagues is highly desirable. Solid knowledge and skills in the areas of financial planning and analysis, market analysis, risk management and marketing in relation to new funding opportunities. Tetum or Portuguese language skills are desirable.
