Position Description
The Capital Program/Project Manager is a senior-level leadership position within the Metro Nashville Department of General Services (DGS), Design and Construction Division. This role is responsible for managing the planning and execution of a complex portfolio of capital building projects, while also providing day-to-day leadership to a team of project managers. The ideal candidate brings deep technical knowledge of building design and construction, with extensive experience managing architect, contractor, and consultant contracts on public or institutional projects.
Working under the direction of the Assistant Director of Design and Construction, the Capital Program/Project Manager plays a central role in delivering major capital improvement initiatives for Metro-owned and leased facilities. The role combines strategic program oversight with hands-on project management for select high-priority efforts. The manager ensures alignment with citywide goals, sustainability targets, and operational requirements—while maintaining control over scope, schedule, budget, and quality.
This position involves both office and field work. Occasional travel to project sites and public meetings will be required. Some evening or weekend availability may be necessary.
Typical Duties
+ Oversee a portfolio of capital building projects, ensuring alignment with departmental goals, resource capacity, and long-term facility planning strategies.
+ Oversee the preparation and submission of annual Capital Improvement Budget and Capital Spending Plan requests, priorities, and justifications.
+ Oversee pre-project planning, including feasibility assessments, space programming, and requirements gathering.
+ Prepare and present capital program status reports to DGS leadership and other Metro stakeholders indicating key milestones, decision points, and potential risks.
+ Serve as the principal liaison with external stakeholders, providing transparent communication on project schedule, budget, risks and opportunities.
+ Supervise and mentor a team of internal project managers and support staff, fostering a culture of accountability, collaboration, and professional growth.
+ Lead cross-functional coordination across internal DGS divisions to ensure integrated project delivery.
+ Manage select concurrent projects across Metro-owned and leased facilities, including new construction, major renovations, and tenant fit-outs.
+ Direct and coordinate the work of a team of external consultants, including architects, engineers, construction managers, and owner’s representatives, ensuring clear communication, role clarity, and accountability throughout the project.
+ Develop and manage capital project scopes, budgets, schedules, cash flow analyses, and funding strategies; proactively address risks, track milestones, and ensure timely and cost-effective delivery.
+ Conduct technical document reviews and log comments for design team response, ensuring compliance with DGS design and construction guidelines and sustainability initiatives.
+ Participate in design reviews and provide feedback to project teams for all DGS capital projects.
+ Establish consistent project management processes, reporting structures, and performance standards and dashboards leveraging the Oracle Primavera Cloud and Oracle Unifier project management platform.
+ Participate in preparation of RFP/RFQ documents, consultant and contractor selection, and contract negotiation and execution process.
+ Oversee contract compliance and performance for all design and construction vendors.
+ Promote and embed sustainable design and construction practices across all capital program initiatives, including LEED certification strategies and other high-performance building standards.
+ Lead the evaluation and periodic updates to the DGS Designer Manual, Design and Construction guidelines, technical standards, policies, and procedures.
+ Ensure adherence to quality standards, project controls, DGS Design Guidelines, ADA standards, sustainability goals, and applicable codes and regulations.
Minimum Qualifications
EDUCATION AND EXPERIENCE
Bachelor's Degree in a Architecture or closely related field and ten (10) years of increasingly responsible experience in project or program management in design and/or construction management, including five (5) years of supervisory experience specifically in a senior or executive leadership role overseeing capital projects/programs".

Preferred Experience, Knowledge, Skills, and Abilities
+ Master’s degree in architecture.
+ Professional licensure or relevant certifications or accreditations (PMP, LEED AP, RA).
+ Experience managing capital programs in a municipal or government setting.
+ Familiarity with Oracle Primavera Cloud, Oracle Unifier, AutoCAD, Revit, Bluebeam, and other project delivery platforms.
+ Excellent written and verbal communication skills with ability to present complex technical concepts clearly to both technical and non-technical audiences.
+ Working knowledge of design and construction project delivery methods and sustainable design strategies aligned with LEED-certified or high-performance buildings.
