Technical Project Manager (Remote)
Description ***We are open to supporting 100% remote work anywhere within the US.*** ICF is a rapidly growing, entrepreneurial, multi-faceted consulting company, seeking a Technical Project Manager to support our Department of Defense (DoD) Child and Youth Programs (CYP) project. ICF works with government representatives and users to build and enhance CYP systems. The DoD recognizes the importance of providing military and DoD-affiliated families with access to quality, affordable childcare programs. Access to childcare directly affects the efficiency, mission readiness, morale, and retention of DoD personnel worldwide. ICF is seeking a Technical Project Manager with proven experience managing technical initiatives to join our growing team! You will lead daily tasks and agile ceremonies for our Data Warehouse and enterprise-level teams, build and maintain the backlog for the work, and manage the overall team-related projects. Successful team members perform tasks in a variety of areas geared to deliver exceptional client support. You will work with the client team, as well as ICF team members and sub-contractors, in a collaborative, fast-paced, and growing organization. The Technical Project Manager will participate in developing and expanding a data warehouse to support our DoD Military Family Readiness project. This Technical Project Manager will work directly with customers and internal subject matter experts to understand the business goals and objectives of the project and then translate those findings into actionable specifications for delivery. The role involves working with technical leads to design new features and functionality based on customer need, collaborate with the development team to refine requirements, and manage solutions from design and development through production deployment. This person will produce technical documents detailing integration points and features for multiple applications. The ICF team performs custom software development to modernize and integrate siloed, legacy applications using modular design standards. The team works closely with clients and other contractors to ensure the performance and reliability of public-facing, mission-critical applications. **What you’ll be doing:** Responsible for project management activities of a large-scale technical modernization and data warehouse project in accordance with contract requirements and company policies, procedures, and guidelines. Has a good mix of project management, business analyst, and knowledge of data warehouse and web-based application development. Assists the overall Program Manager through directing and supervising all support resources for the performance of project assignments and activities. Manages the direction of large and small projects through the requirements, design, testing, and implementation in multi-phase project environments in accordance with project objectives. Works closely with client to provide project implementation plans and document features stories with a full understanding of the client’s vision. Also, responsible for supporting new business development by assisting with proposals. **Responsibilities include:** + Assisting with the management for the development of a data warehouse and software application modernization effort for a federal government client. + Providing Operations & Maintenance project management of a large production system. + Assist with the management of multiple teams of developers deploying IT solutions via a multiple phased approach. + Ensuring that all project goals are accomplished according to specifications and business objectives. + Exercises broadly delegated authority for planning, directing, coordinating, administering, and executing multiple routine and complex project requirements and expectations. + Will be client-facing; will plan and manage development schedules, work closely with the overall program manager and development teams, and communicate timely status/progress to multiple stakeholders in an agile manner. + Clearly documents and presents findings including creation of diagrams and procedure documentation. + Responsible for driving recommendations through to implementation. + Communicates effectively with a wide variety of technical and non-technical audiences. **What you must have:** + Bachelor’s degree from an accredited institution or program. + 6+ years professional experience with 3 years of IT Project Management and/or scrum leader experience, to include heavy emphasis on Agile processes. + 2+ years of experience assisting with large projects within the federal government arena. + 2+ years of experience managing and delivering data warehouse projects. + 2+ years of experience working with cloud platforms, application development, and data management solutions. + 3+ years of experience in the software development life cycle paired with an ability to define/document business processes and software requirements for technology initiatives. + 3+ years of experience with MS Project and JIRA/Atlassian products. + Must be a US Citizen or Permanent Lawful Resident (Green Card Holder) per federal contract requirements. + MUST RESIDE IN THE United States (U.S.) and the work MUST BE PERFORMED in the United States (U.S.), as this work is for a federal contract and laws do apply. + Ability to obtain and maintain a Public Trust. **What we'd like you to have:** + Project Management Professional (PMP) Certification. + Previous experience working with a time and material contract. + Excellent written and oral communications skills, especially in a client interaction context. + Comfortable working in a fast-paced, matrixed team environment, with a client-centric culture, and an environment of high performers. + Ability to multi-task and shift priorities as needed. + Experience with client development and stakeholder engagement, maintaining trusted relationships and identifying opportunities to introduce enhanced emergency response capabilities. + Detail-oriented and results-driven, ensuring accurate execution of project plans and high-quality delivery. + Proficiency in data warehouse tools and technologies. + The ability to maintain an extremely high regard for sensitive information, ensuring compliance with security and confidentiality standards. \#LI-CC1 \#Indeed \#DDCYP25 **Working at ICF** ICF is a global advisory and technology services provider, but we’re not your typical consultants. The pay range for this position based on full-time employment is: $118,730.00 - $201,840.00 Nationwide Remote Office (US99)
