Role Purpose:The Technical Programme Manager will lead the end-to-end delivery of complex, multi-year programmes involving cloud transformation and cross-functional dependencies across IT, Networks, and Business domains. This role requires strategic oversight, technical depth, and stakeholder alignment to ensure successful outcomes in a dynamic, large-scale enterprise environment. This will include responsibility for the full relevant SDLC.
The role demands a strong understanding of business strategy and roadmap alignment, coupled with the ability to orchestrate delivery across internal teams and external suppliers. The Technical Programme Manager will ensure seamless transition of programmes into IT Operations, maintaining quality, compliance, and stakeholder engagement throughout.
Essence of Role – Key Accountabilities:Own the programme lifecycle from initiation through delivery, ensuring alignment with business goals and technical strategy.
Apply Technical acumen to solve problem and making informed decision and drive innovation
Lead cross-functional teams across IT, Networks, Security and Business Units to deliver integrated solutions.
Drive IT transformation initiatives (e.g. Azure migration, SaaS enablement, infrastructure modernisation) with a focus on resilience, scalability, and cost optimisation.
Manage interdependencies across multiple workstreams, ensuring risks, issues, and blockers are proactively addressed.
Establish and maintain programme governance, reporting, and stakeholder engagement frameworks.
Acts as the primary point of contact and trusted source of truth, providing timely, data-driven updates and communicating effectively with stakeholders at all levels, including executive leadership.
Collaborate with PMO, architecture, and engineering teams to ensure technical feasibility and delivery excellence.
Track financials, resource allocation, and vendor performance to ensure programme health and compliance.
Contribute to and execute on IT strategic roadmap
Communication & Escalation:
Clearly Communicate plans, roadmap, and vision to senior stakeholders
Be the point of escalation for issues within your sphere of control.
Escalate for issues outside of your sphere of control.
Understand and communicate key dependencies and risks.
Essential Education:
Degree in Computer Science, Engineering, or related field.
Experience in delivering large Telco programme including regulatory and security compliance projects in cloud environments.
Essential experience:
Minimum of 8 years’ experience in programme management, including at least 3 years leading cloud or infrastructure transformation initiatives.
Demonstrated success in delivering complex, multi-year programmes across multiple domains within telecoms or large-scale enterprise environments.
Understanding of cloud ecosystems (Azure, AWS, GCP), DevOps practices, and delivery methodologies such as Agile and SAFe.
Proven ability to engage and influence stakeholders at all levels, including executive leadership and third-party vendors.
Solid awareness of adjacent technologies and evolving IT roadmaps to anticipate integration challenges and opportunities.
Exceptional communication skills, with the ability to tailor messaging to diverse audiences and drive alignment across technical and non-technical stakeholders.
Strong written communication skills, including the ability to articulate problem statements, design principles, and persuasive recommendations.
Adept at navigating and understanding complex technical application landscapes and interdependencies.
Familiarity with enterprise compliance standards, including Digital Security, Availability, Release Management, and Vendor Governance.
Experience working within large corporate environments with intricate organisational structures and constraints.
Agile mindset with the ability to make informed decisions in dynamic, fast-paced settings while balancing competing priorities.
Desirable criteria & qualifications
Certifications such as PMP, SAFe, or Prince2 are highly desirable.
Proven experience with programme and project management tools and systems.
