Job Title and Purpose

 

The Technical Manager is responsible for ensuring the efficient, safe, and uninterrupted operation of all technical systems and infrastructure within the facility. This role oversees the maintenance and performance of mechanical, electrical, and plumbing (MEP) systems, supports energy efficiency initiatives, and ensures compliance with safety and quality standards. The Technical Manager also leads the technical team, coordinates with contractors, and provides expert support in planning, budgeting, and executing preventive and corrective maintenance activities. The goal is to maintain optimal functionality of building systems while minimizing downtime and operational costs..

Will be based in Tashkent, Uzbekistan.

 

Responsibilities

 

 

Determine the need for technical personnel based on the scope of operations and systems in use. Participate in the selection and formation of the required team, within the scope of competence. Provide training to personnel on occupational health and safety, system operations, and equipment maintenance. Identify needs for additional equipment, tools, and devices required for effective maintenance of building systems. Plan work schedules for technical staff and monitor timely execution of assigned maintenance tasks. Conduct an initial assessment of the condition of existing equipment and systems in the Client’s building; provide regular reports to the FM Manager on the status and performance of systems. Participate in the development of preventive maintenance schedules (PMS) and planned repair programs (PRP) for equipment and systems. Draft technical specifications for additional works and services required for the maintenance of existing systems and equipment. Carry out inventory and documentation of all existing electrical and mechanical systems and equipment. Monitor the quality of work performed by third-party (outsourced) service providers. Contribute to the development and control of the maintenance budget for building systems and technical infrastructure. Ensure uninterrupted operation of all engineering systems and building equipment. Monitor the fulfillment of contractual obligations by third-party (outsourced) service providers, within the scope of technical oversight.

 

 

Requirements to be a successful candidate

 

Bachelor’s or Master’s degree in Engineering (Mechanical, Electrical, Building Services, or related field). Minimum 5 years of professional experience in facility or building systems management. Proven experience with Class A buildings or facilities certified under BREEAM/LEED standards. Strong knowledge of MEP (Mechanical, Electrical, and Plumbing) systems, including HVAC, fire safety, building automation, water treatment, and elevators. Familiarity with preventive and corrective maintenance procedures, technical regulations, and local building codes. Experience working with CMMS (Computerized Maintenance Management Systems) and generating technical reports. Advanced understanding of energy efficiency, sustainability practices, and smart building technologies. Strong leadership and people management skills, especially in supervising technical staff and contractors. Excellent planning and organizational skills. Proficient in Microsoft Office (Excel, Word, PowerPoint) and technical software/tools related to building systems. Good written and verbal communication skills in English; Russian or Uzbek is an advantage. Ability to manage multiple tasks under tight deadlines.
