PURPOSE OF THE POSITION

This role will be expected to lead and provide technical assistance (from design/proposal development, implementation, monitoring, donors, and partner engagement) on integrated health and nutrition, which includes livelihoods, inclusive market linkages, climate resilience, WASH, and nutrition. This role will be supported by senior technical specialists in each of the areas.

Key objectives of the job:

Provide strategic leadership and coordination to the Integrated Nutrition Technical Programme encompassing Health and Nutrition, WASH, and Livelihood sectors to ensure high-quality, integrated programming that effectively contributes to the sustained well-being of children in communities.Lead and coordinate a strong technical capacity-building plan (and delivery when appropriate) for Senior Technical Specialists, Technical Specialists, Technical Programme Officers, and Community Development Facilitators to ensure programme implementation in Cambodia is effective, efficient, and impactful.External representation with technical ministries, relevant networks, donors, key stakeholders, and implementing partners, such that WVI-Cambodia is seen as a partner of choice.Working with the WVI-Cambodia Advocacy team to realize WVI’s advocacy agenda and actions at the national and sub-national levels in Cambodia, resulting in improved outcomes for children, including leading/coordinating research, evidence building, etc.Work with technical units and the Resource Acquisition Unit to develop innovative models and projects, position as a thought leader, and develop strong technical proposals to strengthen and scale up programming for Cambodia’s Most Vulnerable Children.

JOB RESPONSIBILITIES

I. Strategic leadership to Health and Nutrition, WASH and Livelihood units (technical support, quality assurance, design, learning, and Innovation)

Accountable and responsible for the development, review, and alignment of the Integrated Nutrition Technical Program (TP) design/review in alignment with WV Cambodia’s Strategy and global directives, ensuring the development of a strong evidence-based and technically robust approach.Lead design and development of appropriate Technical Programme (TP) resources for quality implementation, including quality assurance framework, field guidance, and measurement tools for implementation.Develop and track the budget utilization of health and nutrition, WASH and Livelihood interventions and ensure proper and timely fund utilization.Identify research and learning agenda for Health and Nutrition, WASH, and Livelihood sectors to build evidence on the validity of the Pathway of Change and programme design.

II. Team Leadership and Technical Capacity Building

Lead the three units as one integrated team that delivers holistic, integrated nutrition programming and results.Enhance and improve the role of the technical team to contribute positively to the Theories/Pathways of Change. Provide insights into the change process that WVI-Cambodia is contributing to the communities.Responsible for development of a capacity building plan and ongoing capacity building for the technical implementation team (STS, TS, TPO, and CDFs) to implement TPs against programme standards.Provide appropriate support to the direct reports to improve their engagement and coordination with the AP team, inter-departmental and externals.

III. External Engagement and Representation

Proactive engagement with external stakeholders including peer agencies and pre-positioning with donors to deepen strategic and operational collaboration for child well-being.Key focal point supporting technical units engaging and positioning with relevant technical line ministriesResponsible for interpreting and applying global, regional, and national trends and learning to WVI- Cambodia’s Nutrition, WASH, and Livelihood programming.Participate in Global Communities of Practice on Nutrition, WASH and Livelihood, Regional sectoral initiatives, and National Forum and Technical Working Groups.

IV. Innovation, Research, Resource Acquisition, and Business Development

Lead in providing necessary technical support for Nutrition, WASH, and Livelihood grant and PNS-funded projects.Bridge learning between non-sponsorship-funded projects and sponsorship-funded programs.for learning, advocacy and/or fundingLead/coordinate dissemination/roundtable/workshop events to bring issues to the table with key stakeholders and share achievementsWork closely with the Resource, Acquisition, and Partnership Department to design new projects and technically input into proposals

V. Sector Advocacy Agenda

Work closely with the Advocacy Team to identify local to national level advocacy initiatives in line with needs, build evidence, and push advocacy agenda at all levels.Be an effective internal and external spokesperson for WVI-Cambodia’s advocacy agenda.Represent WVI-Cambodia within technical, coordination, and advocacy groups/consortia on issues related to Nutrition, WASH, and Livelihood.Together with the Advocacy Team, drive the national ENOUGH Campaign focused on ensuring all children have enough nutritious food to eat- focus on behaviour change at the HH level and food security.

REQUIREMENTS

Master’s Degree in Livelihood Development, Climate Change Adaptation and Resilience, Nutrition, Public Health, International Development, or relevant social science, or similar disciplines.At least 6 years of experience in Livelihood/Market Linkage/Climate Adaptation and Resilience programme design, implementation, and monitoring and evaluation in a development context.At least 5 years of programme management experience in an international development organizationAt least 3 years of experience in a senior NGO management role in a developing contextStrong strategic and operational planning skills and ability to prioritise and handle multiple tasksProgramming experience with WV Livelihood/Health and Nutrition/WASH programming models, including climate actionDemonstrated experience in programme or project design, implementation, monitoring, evaluation, and report writingFluency in Khmer and English languagePeriodic in-country and international travel is required, not to exceed 20% of the time.
