We are searching for an experienced Technical Adviser - Orrganizational Development and Compliance at our Apia facility. 

Primary Duties and Responsibilities: 

Position: Technical Adviser – Organizational Development and Compliance (Samoa Fa’afafine Association)

Duration: 75 input days (part time August – 15 November 2025, with option of extension until the 30 June 2026)

Location: Apia, Samoa

The Program

The Samoa Tautua – Human Development for All Program assists in the delivery of Australia’s commitments to the development of Samoa through building and supporting the human development foundations required for Samoa’s health security, economic recovery, and continued stability thereafter. Tautua prioritises five interconnected pillars of human development: Education, Health, Gender Equality, Disability and Social Protection. Guided by the Government of Samoa, Tautua provides opportunity to create transformative change in human development by addressing complex development needs though multi-sectoral, innovative approaches that identify and focus on the underlying issues. Simultaneously, Tautua intends to be able to respond to emergency, short-term needs, build capacity and through research, monitoring and evaluation apply lessons learned and evidence-based decision making to continuously improve delivery.  The goal for Tautua is 'improved health, education, gender equality and social outcomes, and social harmony for all Samoans'.

 

The Role

The Technical Adviser will play a pivotal role in developing the strategic policy framework for SFA and ensuring robust compliance with due diligence requirements. The Technical Adviser is to help SFA address the gaps identified in the due diligence assessment, by supporting strategic planning, policy development and capacity development of Executive Council members and staff.

 

Key responsibilities include:

Conduct desk reviews of relevant documents and reports to inform document revision and developmentReview the Constitution and Strategic Plan and advise the Executive Council about possible consequential amendments required

Collaborate with relevant members of the Tautua team to ensure that documents and policies developed address due diligence gaps identified

Facilitate an Executive Council workshop to review and refine these documents for final approval

Design and deliver targeted capacity-building training for staff, the Organizing Committee, and the Executive Council 
Review, revise and/or develop manuals, policies and procedures, including, but not limited to:
HR policies and procedures (covering recruitment, overtime, leave, employment contracts, Code of Conduct, record-keeping, workplace health and safety etc)
Financial policies and procedures (covering procurement, fraud prevention, record-keeping etc)

About you

We are seeking an individual to strengthen organizational development and ensure compliance across all stages of program delivery. The ideal candidate will have experience supporting gender equality and social inclusion through community-led initiatives, with a strong understanding of institutional systems, monitoring and evaluation. Familiarity with the Pacific context and a commitment to culturally grounded, inclusive approaches are highly valued.

 

Additional key requirements include:

 Exceptional organisational and planning skills, with the ability to manage multiple priorities under pressure while maintaining attention to detail.Strategic and critical thinking capabilities, supported by a history of analytical work in program or project management environments.Proven experience leading diverse teams, with a focus on fostering positive team culture and delivering results through collaboration and trust.Strong skills in project planning, reporting and monitoring and evaluation.
