This role sits at the Portfolio level overseeing the suite of digital solutions.
We are using scaled Agile Delivery, Engineering Excellence and AI to transform our IT teams in cohorts of Pods and Squads. A Squad is defined as the smallest number of people required to deliver product functionality to market and a Pod is the smallest number of Squads required to deliver a complex product or collection of integrated products to market. Pods exist to create Products and services that deliver on business focused Missions and some portfolios of products have multiple Pods, which are overseen by a Tech Portfolio Delivery Lead. This role will be based in Dublin, Ireland. This is a hybrid role that has a requirement of working three days a week in the office.
Role Overview
The Tech Portfolio Delivery Lead will be responsible for a portfolio of technology products within the Placement and Policy Portfolio. The role holder will have accountability for the projects within their portfolio and oversight of the resources required to deliver on their portfolio commitments including pods and squads owned by PDE. They may have direct line management responsibility for Business Analysts and technical product SME’s. Other resources may be allocated from other functional and shared service teams to create the squads, pods and project delivery teams. The Level 1 TPM will have responsibility for a large portfolio of products with spend of up to $50m per annum or supporting revenue of approx. $750m. This role may report into an overarching Portfolio Delivery leader or CIO depending on the size of the business unit or function.
Partner with business leaders, product owners and domain architects to create and execute a multi-year vision for their portfolio of applications. This vision includes a point-of-view on the future role of technology for that business or functional area (new technology requirements), application disposition, build versus buy, sequence in which new functionality will be developed (macro level), modernisation approach, application retirement and portfolio ROI planning.
Manage the portfolio budget and encourage predictable, sustainable flow and quality development of new capabilities aligned to enterprise standards as well as appropriate ongoing management of those applications in partnership with MMC shared service leaders. The TPM will balance CTB and RTB spend across the portfolio including planning around the application lifecycle. Eg when does an application move into steady state maintenance only mode.
The Tech Portfolio Delivery Lead will partner with business Product Owners in order to ensure product backlogs prioritise information security requirements and technical debt reduction.
The Tech Portfolio Delivery Lead will also work closely with shared service leaders with respect to incident escalation/communication and with Product Owners to prioritise related remediation development work.

Helping to formulate the portfolio technology vision.Partnering with business leaders to create and execute a multi-year vision for their portfolio of applications.Coordinate IT deliveries across products in collaboration with Product Delivery Engineering (PDE) Leads.Review technical debt and obsolescence.Management of overall Portfolio budget and allocation to Products.Definition and prioritisation of Portfolio Objectives.Work with PDE to ensure that software delivery is lean, agile, smooth and efficient and gets software through from requirements to working in production.Focus is value creation, growth and serving customers.Ensure Pod and Squads are staffed with skilled individuals by working with PDE Leadership or our internal resource provider teams.You will be an Agile Portfolio Delivery Expert, preferably with experience of running lean portfolios and intimately familiar with the processes and practices required for successful and sustainable delivery.You will co-ordinate the reception and industrialisation of AI initiatives into the Portfolio.What you need to have:
