Description and Functions
GENERAL DESCRIPTION:
To collect mineral Gross Products taxes in a fair and efficient manner and to provide county government with an accurate certificate of the mineral production value in their respective counties for the assessment of Gross Product taxes.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.
+ Maintains DOR Wyoming Oil and Gas Conservation (WOGCC) reconciliation system. Monitor, review, and analyze all Gross product returns for discrepancies between the volumes reported to the Wyoming Oil and Gas Conservation Commission (WOGCC) and the Department of Revenue (DOR).
+ Document WOGCC comparison results on all amended and new Gross Products tax returns and route returns for further processing.
+ Research the WOGCC website by group number and API number to ensure Form 2 amendments are included on DOR databases before Taxpayer Notification letters and/or Assessments are prepared.
+ Research information is needed to create a DOR assessment using the "best information available."
+ Researches discrepancies for the WOGCC/GP Discrepancy Taxpayer Notification Letter.
+ Maintain and update WOGCC information for MTSIII including updating databases to account for Form 2 amendments submitted to the WOGCC throughout the year by the taxpayer.
+ Communicate verbally and in writing with industry representatives and governmental officials regarding Gross Products and WOGCC volume reporting and valuation issues for oil and gas production.
+ Stay up to date with petroleum industry trends and terminology. Stay familiar with Wyoming State Statutes.
+ Other duties as assigned.
Qualifications
KNOWLEDGE:
+ Knowledge of Generally Accepted Accounting Principles (GAAP).
+ Knowledge of Microsoft Office Suite and mainframe computer programs.
+ Knowledge of interviewing and investigation techniques.
+ Knowledge of methods used in the determination of liability.
+ Knowledge of basic mathematics.
MINIMUM QUALIFICATIONS:
Education:
Bachelor's Degree (typically in Finance)
Experience:
0-1 year of progressive work experience (typically in Tax Examination)
OR
Education & Experience Substitution:
3-4 years of progressive work experience (typically in Tax Examination)
