SMX is seeking a Task Order Program Manager with subject matter expertise of Army Intelligence and Security Services and Support requirements supporting the Army National Guard (ARNG).
Responsibilities include the administration of personnel, equipment, training, resourcing to build and maintain the readiness of the ARNG Intelligence Warfighting Function (IWF) to conduct intelligence support to multi-domain operations. Responsibilities also include reach support of Federal mission intelligence training and network support requirements, which are separate and in addition to state requirements. The Contract Program Manager will provide management, direction, administration, quality assurance, and leadership of the execution of this task order. The Program Manager is aligned to the Army Intelligence Office but is responsible for overseeing the overall delivery of all services on this task order.
**This position requires a DoD TS/SCI security clearance which requires US citizenship for work on a DoD contract.**
**Essential Duties & Responsibilities**
+ Lead a team of project managers, financial managers, Intelligence and Security Services and Support activities, training, research readiness, and curation and dissemination
+ Ensure designated contract personnel are certified and effectively conduct training per COR/TPOC standards
+ Provide management expertise for the coordination of intelligence technical support as per the contract statement of work
+ Coordinate and manages contractor support through direct liaison with the Contracting Officer’s Representative (COR)
+ Monitor and evaluates data summarizing the analysis planning and technical support workload conducted by the Technical Expert contract personnel at each site as appropriate to each project
+ Review graphic analyses, identifies contract trends, and develops reports
+ Assess and makes recommendations on the progress and performance of the contractor intelligence technical support personnel
+ Participate in operations and intelligence briefs presented by the technical expert contract personnel as needed
+ Advise on all matters pertaining to the contract in order to optimize contract performance and meet project expectations
**Required Skills & Experience**
+ Required Clearance: TS/SCI
+ Current Project Management Institute (PMI) Project Management Professional (PMP)
+ 10 years of experience managing complex Army, DoD, or Intelligence Community projects and/or operations of considerable size, CONUS and OCONUS
+ 15 years of experience in direct support of Army, DoD, and the Intelligence Community
+ Bachelor's or advanced degree from an accredited academic institution or military school
+ Experience in leadership of complex tasks, including review of work products for correctness and compliance with industry best practices, DoD standards, and Army standards
**Desired Skills & Experience**
+ A minimum of five years’ experience in one or more Multi-Intelligence disciplines (e.g., SIGINT, HUMINT, CI, GEOINT, OSINT) in support of multi-domain operations
+ A minimum of five years’ experience planning, directing, coordinating, and managing proposed methodologies and approaches of a project similar in size and complexity to the work described in this TO, including manpower utilization, procurement of materials and equipment, standards, training, problem resolution, knowledge of ARNG and DoD policy, and employee relations (including subcontractors, cost, budget, and managing to milestones)

The proposed salary for this position is:
$145,000—$242,900 USD
