Tactical Buyer Senior

Position Summary
The Tactical Buyer will represent the Thales DIS Business Unit with external suppliers and will be based within the Thales.
DIS IBS Business Line situated in Cuernavaca MX and be responsible for all Purchase Order creation, changes, and cancellation along with being the primary point of contact with the supplier communication.
The Tactical Buyer will be responsible for the day-to-day execution of the workload, including, but not limited to requesting quotations, negotiating pricing within the Delegation of Authority thresholds, ensuring accuracy of the orders, relevant notes and requirements for the Purchase Order, and any related documentation. He/She will also perform data analytics and quotes comparisons & summaries preparations.
He/She is responsible for securing the best procurement solution (quality, price and timing), meeting the customer’s needs and aligned with the relevant Procurement Strategy lead by the Category Buyers & Managers. Tactical buyers also have the responsibility of managing disputes that may arise throughout the process.
He/She could also be responsible for the Direction Review, ensuring that the integrity of the Quality Management System is maintained when changes are planned and implemented and that it conforms to the International Standard requirements.
Key Areas of Responsibility
• Transforming Purchase Requisitions (PRs) into Purchase Orders (POs).
• Responsible to review and ensure accuracy of the PO including but not limited to: ship-to location, supplier information, and relevant notes/comments.
• Ensuring supplier acknowledgement of Purchase Order receipt and delivery commitment.
• Follow-up and expediting of purchase orders.
• Follow requests from user through the Ticket Service Negotiation
• Manage local negotiations within the (DOA) Delegation of Authority thresholds and in alignment with Regional Procurement Category Managers and Buyers.
• RFQ management within the DOA thresholds.
• Involve the segment team (CBs/CMs) and/or PPM as needed.
• Support the NORAM PPV Goals
• Report on procurement projects status.
• Report on individual and Team KPIs
• Participate and/or Lead Supplier reviews (Weekly Delivery reviews, Performance improvement and Supplier Program Reviews.
• Ensure the Quality Management System complies with the International Standard requirements.
Minimum Qualifications
Bachelor’s degree in industrial engineering, Supply Chain, or Business
Languages: Fluent English French
IT/Software: Microsoft Office, Outlook.
Experienced in Oracle E-Business
Suite or equivalent ERP systems is desirable
Experience in years: Minimum 2+ years of experience.
Technical Knowledge: Excel or Data Bases management.
