Summary THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for an SUPV IT SPEC (CUSTSPT/INFOSEC)-Title 5, Position Description Number T5821300 and is part of the WI 115 FW, Wisconsin Air National Guard. This position is in the Exceptive Service "under the authority for Title V, P.L. 114-328, Sections 932 and 1084 (FY17 NDAA)" Responsibilities Responsible for direct supervision of information technology personnel. Provides oversight for the Communications Security (COMSEC) account for the Wing and subordinate units. Provides general guidance and broadly defined objectives, as to scope and priorities of projects and requirements in the branch. Determine time frames and possible shifts in branch personnel assignments to meet objectives. Coordinates with higher headquarters (HHQ) elements, Program Management Offices, Specific System/Hardware Support Elements, original equipment manufacturer (OEM) vendors and vendor contracted support facilities for issue resolution. Provides input to and coordinate on relevant support agreements that require section support to make sure they correctly identify products and services needed. *** This is NOT an all-inclusive list of duties. *** Requirements Conditions of Employment CONDITIONS OF EMPLOYMENT & NOTES: This position conducts information assurance functions. The incumbent shall comply with the requirements of the certification program and will be required to obtain and maintain certification. Certification requirements are outlined in DoD Instruction 8570.01-M Work may require access to classified information. Must be able to obtain and maintain the appropriate security clearance. The incumbent of this position description must have, at a minimum, a completed National Agency Check (NAC) prior to position assignment. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.5.The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments. Federal employment suitability as determined by a background investigation. May be required to successfully complete a probationary period. Participation in direct deposit is mandatory. May be subject to furlough actions. Acceptance of a Federal position may terminate Tricare Tricareeligibility. Males born after 31 December 1959 must be registered for Selective Service. Qualifications GENERAL EXPERIENCE: Must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. SPECIALIZED EXPERIENCE: To qualify for the GS-2210-12, you must have 1-year specialized experience equivalent to at least the next lower grade. Experience requiring adaptations of guidelines or precedents to meet the needs of the assignment. Candidate must have experience directing supervision of information technology personnel. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel. Experience with oversight for the Communications Security (COMSEC) accounts for DoD, Wing or subordinate units. Able to manage a program effectively and efficiently. Must be familiar with base level NIPR and SIPR Authorization to Operate (ATO)-Authorization to Connect (ATC). Knowledge with Air Force RMF (Risk Management Framework) preferred. Education Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. You must provide transcripts or other documentation to support your Educational claims. To receive credit for Education, you must provide documentation of proof that you meet the Education requirements for this position.
