Summary This position is being recruited under 10 USC 1599f into the Cyber Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It has been identified as a position necessary to carry out and support the mission of the US Cyber Command. It is in the Supervision Work Category at the Expert Work Level within the CES Occupational Structure. It is located in the DISA Enterprise Integration and Innovation. Responsibilities The incumbent analyzes work requirements, recommends and justifies staffing, contracts, equipment and other resources needed to accomplish work assignments. Manages and supervises a highly skilled staff of IT specialists and program managers to include both military and civilian personnel. Prepares and defends Agency positions regarding highly complex or controversial program management and policy matters concerning the development, evolution, and continued operation of worldwide communications networks on an integrated basis. Provides the overall management of functions and staff required to support the planning, design, and implementation availability management processes and procedures. Serves as principal advisor and key official in initiating, and implementing processes to resolve extremely complex programmatic and, technical problems involving, re-optimizing long range technology planning and major enterprise adoption Exercises recognized technical leadership, outstanding creativeness, and exceptional technical judgment to prove or disprove the feasibility of ideas and devices relative to implementation/use of enterprise technologies. AND Qualifying Experience: To qualify at the GG-15, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service. For this position, qualifying experience is defined as: Planning, directing, coordinating and supervising the development of emerging technology, experience in contracts and program/project management and experience in managing highly skilled staff of both IT Specialists and Program Managers. It is being recruited under 10 U.S.C. 1599f into the Cyber Excepted Service (CES) personnel system.
