The Minnesota Department of Children, Youth, & Families is seeking a Supplemental Nutrition Assistance Program (SNAP) Policy Analyst leading the analysis, development, and implementation of SNAP policies. This role ensures compliance with federal and state regulations, advises leadership, and collaborates with counties, Tribal Nations, and USDA Food and Nutrition Services (FNS). Responsibilities include evaluating policy impacts, recommending alternatives, overseeing SNAP implementation, and monitoring program compliance. The administrator will also manage the Minnesota Food Assistance Program (MFAP) and provide policy consultation on SNAP-related issues. Additionally, the role involves administering SNAP Employment and Training (E&T) policies for Time-Limited Recipients (TLR) by developing policies related to time limits, managing SNAP "banked months" policies, and overseeing waiver requests to maximize assistance for eligible participants.
**Minimum Qualifications**
Three (3) years of experience working with SNAP policies and procedures as identified in federal regulations or state policy and procedural manuals. Experience must also demonstrate the following:
+ Leading workgroups to achieve a stated goal
+ Implementing new or revised policies and procedures
+ Writing detailed policy and procedural instructions
+ Writing policy position statements or white papers
*Bachelor's degree in related field may substitute for one (1) year of experience or a master's degree in related field may substitute for two (2) years of experience.
**Preferred Qualifications**
+ Bachelor’s degree in human/social services, political science or related field.
+ Experience in gathering, synthesizing and summarizing complex information.
+ Experience in analyzing and persuading others on policy position.
+ Experience in analyzing pros/cons of taking a particular policy position.
+ Experience in writing clearly and persuasively to a variety of audiences.
+ Variety of experiences working effectively with others from different backgrounds and cultures.
