Summary The Chief Supply Chain Officer (CSCO) is the senior supply chain management (SCM) officer for a VA Health Care System (VA HCS) with multiple sites of care and supported catchment area, responsible for development and integration of a cohesive, forward looking supply chain that ensures logistical requirements of the VA HCS with multiple sites of care and supported catchment area are met. Responsibilities Major duties include but not limited to: Serves as the senior logistics management officer for a VA HCS (with multiple sites of care) and supported catchment area, integrating acquisitions and procurement, logistics and related support and services for supply chain, expendable/non-expendable (EX/NX) and capital equipment, inventory management, storage and distribution operations, total supply support and in some cases transportation, mail room, and reproduction. Oversees, guides, manages and integrates supply chain operations across the organization, including planning and coordination with fiscal, acquisition, clinical and administrative operations; directs supply chain, to include budget projections and execution for logistics programs and contracts, utilizing an understanding of the role of logistics in HCS and Veterans Integrated Services Network (VISN) financial, business, capital asset management, clinical, and administrative operations. Develops performance measurement/management of all aforementioned (including statistical analysis, workload projections and process management; analyzes and coordinates information and requirements with the HCS, VISN and VA Central Office (VACO) in area of acquisitions and procurement, supply, equipment and medical readiness. Establishes policy and ensures best practices are implemented as appropriate, utilizing continuous quality improvement principles, practices and initiatives, including six sigma and lean management. Implements and monitors current logistics systems (such as GIP, AEMS/MERS, IFCAP, etc.) and deployment of Enhanced Supply Support Programs, or their future replacement programs. Conducts audits, compliance reviews and program effectiveness and efficiency reviews of all logistics activities to ensure they provide satisfactory levels of service and comply with all applicable laws, rules, regulations, directives and procedures -when audits reveal performance improvement opportunities or deficiencies, develops and executes remediation actions through to completion. Serves as liaison to VJSN, Office of Acquisition, Logistics and Construction (OAL&C) and VHA Procurement and Logistics Office (P&LO); to include Director of appropriate acquisition Regional Procurement Office (RPO); serves as Chairperson of one or more commodity disciplines involving multiple product variations and services under VISN Commodities Standardization Committee, participates on Network Equipment Committee (or similarly titled group), and oversees the Facility Recall Program. Serves as the VA HCS Accountable Officer to ensure that all government property assigned to the VA HCS and supported catchment area is accounted for receipt of title to final utilization and disposal. Advises MCD of equipment on hand and equipment readiness issues which have a direct impact on patient care; coordinates assignment and transfer of equipment assets to enhance readiness; determines shortages of authorized NX assets and directs authorized substitutes in accordance with appropriate regulations and directives. Develops and implements procedures and methods for accomplishment of assigned functions in accordance with directives and regulations. Exercises significant supervisory responsibilities in dealing with officials of other sections or organizations, or in advising management officials of higher rank (i.e., MCD or AD, VISN CSCO, etc.); executing administration and personnel management responsibilities. Makes decisions on work problems presented by subordinate supervisors; resolves formal complaints and grievances (including group complaints and grievances); reviews serious disciplinary actions (suspensions, terminations, etc.) involving nonsupervisory subordinates. Performs other duties as assigned. Work Schedule: Monday - Friday 8:00am - 4:30pm. Work schedule subject to change based on agency needs. Telework: This position may be authorized for telework. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: serving as a senior supply chain management leader/supervisor, responsible for ensuring the logistical requirements of an organization are met; planning/coordinating and evaluating various operations to ensure the effectiveness and efficiency of a logistics program. Areas of knowledge and skill should include acquisition management, purchasing, transportation, distribution, inventory management and control, expendable and non-expendable equipment, and warehouse operations; experience with budget formulation and forecasting of expenditures, possessing experience in overseeing and managing a large group with a variety of occupations and subordinate supervisors. Preferred Experience: Prior experience serving in a Senior Leadership role that demonstrates the candidate's ability to manage and oversee comprehensive supply chain operations within a complex healthcare system, ensuring the availability, delivery, and quality of necessary materials and supplies. The ideal candidate will have a proven track record in strategic planning, resource management, and the implementation of continuous improvement processes within a high-demand environment.
