Supervisory Social Worker
Summary Supervisory Social Worker serves as the Director of Outpatient Mental Health, for the Mental Health Care Line. The Outpatient Manager is responsible for ensuring the highest quality of mental health services to a broad spectrum of clinical environments: to include delivery of Psychiatry, Psychology, Clinical Social Work Services, with managerial and supervisory oversight, to all PCMHI and BHIP Teams within the Tennessee Valley Healthcare System (TVHS) and all CBOC's assigned to TVHS. Very wide latitude and independent judgment are exercised in making decisions affecting staff and other resources associated with the managed programs in achievement of medical center management goals and objectives, including performance monitors. Responsible for effectively managing and supervising the section's resources including staff, funds, space and equipment-utilized in the development and direction of the Mental Health Care Line consultations, research, and training provided the Veterans and staff of the medical center. Works with Section Chiefs and Supervisors of other services/ organizations to resolve any substantive problems or areas of concern. Responsible for: approval/disapproval of leave, setting employee performance standards and evaluating work performance; establishing procedures for reviewing written materials and interviewing candidates for vacant positions and making selections; counseling and/or administering corrective actions within the delegated authority; hearing and resolving employee complaints/grievances; providing or arranging for needed training, dealing effectively with matters pertaining to the labor ­management agreement; and informing employees about policies, procedures, and practices of management as they relate to the work of the unit. Represents the Medical Center at professional community group/events and committees, in conferences/meetings with higher ranking managers, supervisors, and staff from other disciplines or work units, and/or with representatives of local public interest groups, congressional district offices and employees of State and local governments. Will establish and maintain therapeutic relationship and exercise professional judgment to provide treatment for Veterans and will provide at least 20% direct patient care. This care can include: medication management, direct services to selected patients and/or selected treatment programs; diagnostic interviews, assessments, psychotherapy, and case management to Veterans; provide behavioral expertise, education, and multidisciplinary consultation with and for other disciplines in the management of mental health clients; and assess the need for referral for additional services, as well as place referrals, for mental health clients. Provides education to patients, family members, and significant others. Provides consultation to professional staff within TVHS and to community providers, concerning clinical assessment findings and appropriate treatment plan for patients. Develops, implements, and documents the treatment plan for an assigned caseload of patients, including prompt completion of clinical reminders as applicable. Functions independently as a member of the TVHS Medical Staff, with full clinical privileges. Assumes complete professional responsibility for clinical assessment findings, patient care decisions, and documentation. Licensure: Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Grade Determinations: GS-13 - Supervisory Social Worker Experience: One year of experience equivalent to the GS-12 grade level. Examples of specialized experience include, but are not limited to: Having significant personnel management responsibilities for a small to moderate sized professional and non-professional staff, including support staff and professional staff at the GS-12 grade level (or equivalent) and below; responsible for the professional and administrative management of an area in a social work service, in a care/product line, or multiple facilities; providing direct clinical services with or without program coordination responsibilities. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Licensure/Certification: Individuals assigned as supervisory social workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Demonstrated Knowledge, Skills, and Abilities: In addition to the experience above, the candidate must demonstrate all of the following KSAs: (a) Ability to independently organize work, set priorities, and meet multiple deadlines. (b) Skill in a range of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement.(c) Ability to ensure provision of clinical social work services by supervised social workers. (d) Ability to delegate authority, manage priorities, coordinate work, and follow up on pending issues to complete duties in an accurate and timely fashion. (e) Ability to analyze organizational and operational problems, develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the service. (f) Ability to provide staff training and development.
