The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to the USAFE-AFAFRICA/A6 Contract and Resource Management Branch (A6CR). Responsibilities Plans, organizes, and directs the activities of A6 Directorates Contract and Resource Management Branch, ensuring that information technology funding and acquisition requirements comply with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Represents the USAFE-AFAFRICA/A6 and Warfighting Capabilities Division (A6C) with a variety of installation and functional area organizations. Serves as the senior expert on MAJCOM IT Program Objective Memorandum (POM) processes and requirements. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes: Directing all resource activities within the assigned enterprise information systems at the command, wing, group, or equivalent organization; in-garrison and deployed; encompassing all USAFE-AFAFRICA personnel, organizations and information systems vital to improve capabilities across the theater while enhancing interoperability with European allies and partners to support COMUSAFE objectives. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of federal, DoD and agency policy, rules, and regulations for the acquisition and management of communications Operational and Maintenance (O&M) services contracts and skill in applying this knowledge to difficult and complex work assignments. 2. Knowledge of financial management with detailed knowledge and understanding of the specific business and product services, and how they interrelate, support and impact the communications mission. 3. Knowledge of the DoD budgeting, programming and planning process. Must understand Program Objective Memorandum, Budget Estimate Submission, Financial Plans, Mission Area Plan, and Execution Plan creation submission and management policies and procedures. 4. Knowledge of the Chief Information Officer (CIO) corporate Enterprise Information Technology Framework process to ensure mission effectiveness and affordability across the MAJCOM is tracked and communicated in order to provide secure, reliable, and timely information support to the Warfighter. 5. Knowledge of safety and security regulations, practices, and procedures. 6. Knowledge to gather, analyze, and abstract financial data, information flow patterns and workflow patterns. 7. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. 8. Ability to communicate effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
