The primary purpose of this position is: To serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to Headquarters Air Education and Training Command (AETC), Enterprise Learning Engineering Center of Excellence (ELE CoE), Human Performance Branch (AETC/ELH). Responsibilities Plans, organizes, and directs the activities of Human Performance Division, ensuring that human performance strategies for leader development, training, and education comply with legal and regulatory requirements and meet customer needs. Develops goals and objectives that integrate organization and human performance objectives. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Represents ELE CoE with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with MAJCOM, DAF, industry, and academic institution partners. Performs a broad range of learning engineering research, evaluation, and analyses assignments entailing challenging problems, creativity, innovative use of techniques, advanced approaches, and/or new technologies. Performs studies of issues arising in varied subjects of advanced difficulty and complexity. Analyzes, drafts, implements, manages, integrates, and sustains human performance to drive learning enterprise initiatives. Prepares and delivers oral and written communication to secure cooperation, resolve controversial matters, and convey information relative to status, updates, and proposed changes in assigned programs. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes (1) working with professional human performance research and learning theory and concepts, principles, practices, standards, methods, techniques, materials, and equipment to effectively apply advanced education theories, principles, and concepts to project design, development, execution, and advisory services; (2) working with service testing and evaluation sufficient to apply experimental theories and new applications to issues and provide technical advice and direction in support of learning training systems and associated support equipment; (3) ability to analyze, plan, and adjust work operations of an organizational segment to meet program requirements and objectives within available resources. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of professional human performance research and learning theory and concepts, principles, practices, standards, methods, techniques, materials, and equipment to effectively apply advanced education theories, principles, and concepts to project design, development, execution, and advisory services. Knowledge of service testing and evaluation sufficient to apply experimental theories and new applications to issues and provide technical advice and direction in support of learning training systems and associated support equipment. Knowledge of education and technical training administration, policies, procedures, organization and resources to include knowledge of training systems requirements analysis principles, Instructional Systems Development, command policies, and program management procedures. Knowledge of safety and security regulations, practices, and procedures. Ability to analyze, plan, and adjust work operations of an organizational segment to meet program requirements and objectives within available resources. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in a professional manner with peers, management, contractors, academia, industry, and other agencies. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
