SUPERVISORY PROGRAM MANAGER (EXECUTIVE DIRECTOR)
Summary You will serve as a in the Supervisory Program Manager (Executive Director) in the Fleet Logistics Center of NAVSUP FLT LOGISTICS CNTR YOKOSUKA. ***ACCESS TO MEDICAL AND DENTAL CARE IN JAPAN IS EXTREMELY LIMITED. Please see Additional Information section below.*** Responsibilities You will serve as the principal civilian advisor to the Commanding Officer and Naval Supply Systems Command on all matters pertaining to the Fleet Logistics Center to which assigned. You will be the senior civilian advisor to the Commanding Officer (CO) and Executive Officer (XO) and provide long-term leadership and management continuity and expertise. You will be responsible for Logistics Operations including: Contracting, Fleet Logistics Support, materials handling equipment maintenance; transportation and deployment support; Bulk and airfield fuel operations and maintenance. You will be responsible for all business planning functions to include development of command-level plans, goals, and objectives that are in alignment with command strategies and priorities, and major stakeholder operational plans and requirements. You will direct planning and oversee execution of financial and personnel resources by departments, making decisions on funds allocation/reallocation and over hires. You will review operational performance and work with managers and subject matter experts, to identify and resolve issues/problems impacting efficiency, effectiveness of operations, or pose a risk to the health and safety of personnel. You will serve as the command's strategic personnel resource manager and provide advice to the CO and XO concerning organizational change requirements, outsourcing/privatization, plans/decisions, recruitment and selection of key personnel. You will be responsible for the total resource management policy affecting key civilian and military managers and other actions with possible serious repercussions, e.g., work-force planning, recruitment, key officials' appraisals and selections. You will ensure the Command utilizes sound business/leadership practices throughout the organization and that adequate system/process analysis, improvement and/or reengineering support is available to improve operations. You will serve as the final authority for the full range of personnel actions and organization design proposals within the command. You will plan work to be accomplished, set and adjust short-term priorities, prepare schedules for completion of work; evaluate work performance of subordinates; give counsel or instruction to employees on work and administrative matters. You will hear and resolve complaints from employees, effect minor disciplinary measures, such as warnings and reprimands, recommending other action in more serious cases. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Directing a logistics organization by assessing existing practices, professional network communications and applying advanced logistics management concepts to find effective solutions resolving emerging trends and future challenges in all matters of ashore and afloat logistics operations (such as deployment, procurement, storage, etc.).
