Responsibilities Position is with the Workforce Acquisition and Management Branch, Human Capital Division, Human Capital and Resource Management Directorate, DCAA Leads and executes HR programs for staffing, recruitment, and placement services to meet both long-term and short-term DoD goals. Applies advanced staffing, recruitment, and placement concepts, ensuring high customer service standards, especially for difficult-to-fill positions. Oversees and promotes understanding of HR staffing and recruitment, ensuring compliance with OPM, DoD, OSD, DCAA, and other policies and procedures. Reviews and analyzes policies and procedures, advising management on the impact of proposed changes and recommending improvements. Directs staffing/recruitment section activities, ensuring legal compliance, evaluating performance, recommending training, and addressing performance deficiencies. Requirements Conditions of Employment Qualifications You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement. Specialized Experience: You must have one year of specialized experience at the GS-12 or equivalent level. Specialized experience must be documented in your resume. Specialized experience : Providing comprehensive management advisory services on recruitment and staffing concepts, laws, policies and practices in the Federal civilian service and to agency requests for various hiring flexibilities and opportunities (i.e. veterans, minorities, and persons with disabilities, delegated examining, direct hiring authority, promotion and internal placement, non-competitive, or excepted service hiring authorities); and Providing, developing, and presenting technical services on HR functions and HR work practices using analytical and diagnostic techniques and qualitative and quantitative techniques to identify, evaluate, and make recommendations to resolve complex HR problems and issues; and Providing knowledge and skills in performing both recruitment and outreach programs; and Utilizing various human resources automated data system(s) and applications. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Substitution of Education for Specialized Experience: There is no substitution of education for experience at this grade level. Initial Probationary Period: You will be required to serve an initial probationary period of 1 year if one has not already been completed. You will be required to serve a supervisory/managerial probationary period of 1 year unless one has previously been completed. Drug Testing: If you are given access to classified information, you will be subject to random drug testing. If you are selected for a special sensitive position, you will be placed in a drug testing designated position. You must pass a drug test before your assignment to such a position, and you will be subject to random drug testing subsequent to your assignment. Background Investigation: All selectees will be subject to a personnel security investigation which must be favorably adjudicated for occupancy of a sensitive position and/or access to classified information. If you are selected for a critical/special sensitive position, you will be subject to a Single Scope Background Investigation (SSBI). For a critical sensitive position, you must be able to obtain and maintain security clearance eligibility at the Top Secret level. For a special sensitive position, you must be able to obtain and maintain security clearance eligibility at the Top Secret/Sensitive Compartmented Information (TS/SCI) level AND you will be subject to a random counterintelligence scope polygraph. PCS: Relocation expenses reimbursed - Yes - You may qualify for reimbursement of relocation expenses in accordance with agency policy. Relocation expenses will be offered based on agency staffing needs and budgetary availability.
