Summary You will serve as a SUPERVISORY FACILITY SUPPORT CONTRACT MANAGER in the FSC Management Facility Service Branch, Public Works Department of NAVAL FAC ENGINEERING CMD WASH. Responsibilities You will develop performance based statements of work using NAVFAC templates for solicitation of services contracts. You will Assist Contracting officer with Contract and Task Order development and negotiations with providing Contractor. You will prepare appropriate correspondence and recommendations to the PWO regarding contractor performance and schedule. You will develop and maintain an annual plan of execution for each Performance Assessment Representative (PAR) supervised and ensure that client funding is available and that the PARs execute their annual plan. You will act as Government representative in interpreting contract clauses and negotiating modifications and task orders. You will develop and execute a Navy Working Capital Fund (NWCF) budget. You will integrate strategic plan mission, vision and values into team’s strategies, goals objectives, work plans and products and services Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Serving as government representative interpreting facility support contract clauses for negotiation modification and task orders; 2) Develop, initiate, and administer contractor performance assessment procedures consistent with contractual requirements; 3) Preparing correspondence regarding contractor performance and schedules to ensure adherence with fair labor practices; 4) Tracking and ensuring funds are available for clients/contracts; and 5) Utilizing computer software (i.e. Excel, Word, Project Manager, Power Point, etc.) to prepare reports for cost estimates, maintenance schedules, scopes of work, budgets, etc., involving contracts.
