This position serves our partners at the Department of Corrections (DOC). The MNIT DOC team runs many unique applications that manage the information and security of the department, supporting 4,500 employees across 10 prisons and 50 field offices located throughout the state. As a Project Management Office (PMO) Supervisor within Minnesota IT Services (MNIT) and the Department of Corrections (DOC) you will be responsible for overseeing a team of employees and contractors delivering Project Management services for IT projects within MNIT DOC. You will provide coaching and support to ensure projects are delivered on time, within budget, and with quality, following methodologies such as Waterfall, Agile, or Software Development Life Cycle (SDLC). You will manage all PMO reporting activities, including project health, intake and governance processes, capacity and resource management. As the PMO Supervisor, you will collaborate closely with Business Analyst and Quality Assurance supervisors to deliver integrated PMO services. You will be responsible for establishing and continuously improving PMO best practices, identifying and addressing skills and talent needs, leading hiring and interview processes to bring in the right talent, and managing relationships with consultants and vendors. Additionally, this role includes administrative and HR responsibilities, such as performance evaluations, improvement plans, and contract management. Designing, reviewing, and maintaining PMO dashboards, KPIs, and metrics is essential in this role, as well as familiarity with tools like Planview for project tracking and health reporting. **This position requires an employee to be onsite at¿1450 Energy Park Dr, St. Paul, Minnesota at least 50% of the time, with some opportunity to perform work from a telework location.** Telework (https://mn.gov/mmb-stat/policies/1422-telework.pdf) for Minnesota IT Services is available on a limited basis. (https://mn.gov/mnit/about-mnit/careers/hiringprocess.jsp) **:** This position requires a minimum of four (4) years of experience leading IT project management functions to include a variety of the following: applying project management methodologies (Agile, Waterfall, and SDLC), overseeing portfolios, resource, and capacity management, coaching project managers or team members, and managing project governance process, reporting, and performance metrics. Experience must include: + A minimum of two (2) years of lead work or supervisory experience. + Implementing Portfolio Management tools, processes, and methods, to support project intake, capacity, and resource management **, vendor management, project financials and budgets, project risk management, project analysis and monitoring, and the design and maintenance of performance dashboards and PMO metrics.** + **Leading IT project teams, and managing vendors and procurement process in a government organization or other highly regulated environment.** + **Leading organizational change or continuous improvement initiatives in an IT Project Management Office.** + Ability to deliver effective verbal or written messages that facilitate a mutual understanding on both parties. + Customer service skills that include active listening, empathy, and problem-solving. **Preferred Qualifications** + Experience working in a leadership role within an established technology governance process, preferably in a government IT environment supporting Department of Corrections or criminal justice organizations. + Demonstrated supervisory experience covering multiple areas including human resource policies, procedures, labor contracts, staff performance management, and contractor oversight, with a strong focus on hiring, coaching and development talent. + Project Management Professional (PMP) certification and/or Lean six sigma certification and International Institute of Business Analysis (IIBA). + Strong communication skills with ability to effectively communicate expectations to technical and managerial teams; communicate technical information to non-technical audiences; advocate and champion interests; and to represent the agency to internal and external customers or stakeholders. + Ability to set priorities to accomplish both tactical and strategic goals.
