Reporting to the Director, Building, the Supervisor, Application and Code Review is responsible for the administration of the Plan Review team which includes Building Services Representatives, Mechanical and Architectural Plans Examiners and Building Engineer. This role provides direction and expertise on technical matters as it relates to pre-permit application meetings and building permit applications.
What can I expect to do in this role?
As the Supervisor, Application and Code Review you will:
Develop policies, set priorities for the service delivery and the development and implementation of performance measures, objectives and strategies for the Plan and Code
Review section, that ensure regulatory compliance in accordance with the Building Code Act and regulations, and other application law.
Supervise full-time staff, including recruitment and selection, regular training, coaching, development, scheduling, evaluation, performance assessment and any disciplinary action as required.
Plan, direct and evaluate delivery of building permit applications/permits according to agreed operational standards.
Develop operational procedures and delegate work and assignments, co-ordinate staff timetables and oversee the work of staff.
Using permit data, analyze operational performance according to agreed levels of service, specifications, policies, and procedures and in accordance with the Ontario Building Code requirements.
Perform daily tracking, reporting, record keeping and documentation of activities and costs.
Conduct random audits on completed tasks to ensure the appropriate service levels are met.
Respond directly and/or otherwise initiate and ensure investigation and suitable follow-up response to inquiries, complaints or requests for service from the general public, applicants, property owners, architects, engineers, other designers, general contractors, residents, emergency services, other departments, senior management and members of Town Council.
Represent the Town and the Department on OBC technical matters at the Building Code Commission and at meetings in a professional, courteous, and respectful manner.
Oversee staff in the investigation and rectification of problems.
Resolve complex problems and liaises with other departments and management to maintain operations.
Analyze, interpret and keep current with ongoing technical and procedural improvements and changes to the Building Code Act/Ontario Building Code regulations.
Investigate operational issues and identifies measures to improve efficiency and performance.
Prepare and monitor the section’s budget and forecasts.
Perform other duties as assigned.
How do I qualify?
Community College Diploma in Architectural Technology or Civil Engineering or equivalent combined with CET designation through the Ontario Association of Certified Engineering Technicians and Technologists (O.A.C.E.T.T) or Member of the Association of Architectural Technologists of Ontario (M.A.A.T.O).A minimum of five years of related experience specific to plans examination and Ontario Building Code interpretation, ULC/CSA standards, NFPA requirements, and supervising staff.
Hold a BCIN and be qualified in all areas of discipline
Experience with providing advise to applicants, staff, management, architects, engineers, other designers, and property owners on BCA/OBC regulation interpretations.
Able to analyse building construction designs not clearly in conformance to the Ontario Building Code.
Knowledge of Building Code Act, Ontario Building Code regulations, Town’s policies.
Demonstrated customer service skills, exceptional negotiation, conflict resolution and problem-solving skills to deal with customer complaints and interpretation questions with respect to Ontario Building Code regulations and Town policies/practices.
Managing organizational change through strong leadership and communication skills.
Proven ability to work independently, combined with well-developed organization and time management skills.
Ability to deal effectively with tact, courtesy, discretion, and diplomacy with all levels of staff and the public.
Strong written and verbal communication skills.
Proficiency in various software including Microsoft Office, AMANDA, and GIS.
The successful candidate must hold and provide a copy of a valid and unrestricted Ontario Driver’s License Class G minimum with a driving record that demonstrates responsible and safe driving behaviour. Note: Applicants with 6 or more points are ineligible for consideration. The successful applicant, who is a new hire, will be required to provide the Corporation with a current driver's record (no older than 30 days) and pass a Town administered road test as a condition of employment.
