The Commissioning Manager runs the job. They own the testing and commissioning side of the project from kickoff to closeout. Whether it’s supporting the field crew, managing the client, or keeping budgets and schedules in check — the CxM makes sure it all gets done right. They’re part project manager, part technical lead, and part people manager.

Key Responsibilities

• Manage all testing and commissioning activities for assigned project(s).

• Coordinate the turnover from construction to commissioning and from commissioning to operations.

• Develop (or Review) the commissioning execution plan, set up folders, checklists, task numbers, and documentation.

• Track and manage progress using schedules, trend phases, and project deliverables.

• Oversee SCADA checkout, EMS database updates, protection scheme testing, and initial energization.

• Manage commissioning budgets, hours, and the chargeability of team members.

• Hold weekly project calls and attend job site meetings as needed.

• Act as the main point of contact for all commissioning-related work with clients, contractors, and internal teams.

Field & Technical Support

• Be on-site during T&C Execution and/or when needed: critical milestones, relays, apparatus, SCADA, end-to-end, energization.

• Provide direct support to leads and crews — help troubleshoot issues, review test results, and guide execution.

• Review and approve testing documentation, daily reports, and project schedules

• Support remote jobs when full-time presence isn’t needed; visit as required based on risk and task type.

• Approve timesheets and ensure team is charging properly.

• Drive execution of safe, high-quality commissioning work. Planning & Execution

• Set expectations with project leads for budgets, schedules, scope, and quality.

• Build and maintain the commissioning schedule in coordination with construction and engineering.

• Lead pre-job checklists, kickoff meetings, and post-job reviews.

• Track and follow up on RFI lists, change orders, and action items.

• Ensure folders, drawings, redlines, and documentation are complete and organized.

• Work closely with subcontractors or third-party teams — review plans, test results, and hold them accountable.

People Leadership

• Supervise commissioning engineers, technicians, and support staff on your projects.

• Provide check-ins, feedback, coaching, and training support.

• Motivate and guide the team through challenges and keep morale up.

• Track performance and provide input on raises, promotions, or performance concerns.

• Identify skills gaps and coordinate additional support or training as needed.

Proposal & Client Support

• Help build and review proposals: scope, schedule, clarifications, pricing, and execution plans.

• Lead or support kickoff meetings with the client and internal teams.

• Represent the commissioning group on project calls and during construction/engineering walkdowns.

• Support site visits, walkthroughs, and punchlist activities.

• Build relationships with clients through trust, performance, and follow-through.

Commissioning Manager Support Type

• (PRIMARY) Full-Time CM – On-site from kickoff to energization, leading the full effort.

• (SECONDARY) Hybrid CM – Remote support with site visits for critical tasks or milestones.

• Subcontractor Oversight – Manage 3rd party commissioning contractors like a client rep. Review Cx plans, test results, schedules, and energization readiness.

Management Responsibilities Minimum Qualifications All applicants must be able to complete pre-employment onboarding requirements (if selected) which may include any/all of the following: criminal/civil background check, drug screen, and motor vehicle records search, in compliance with any applicable laws and regulations.Preferred Qualifications Bachelor's in Engineering preferred  Previous Commissioning management experience on one or more transmission project preferred Knowledge of various relay and apparatus testing procedures HV/MV testing experience.  Certifications Project Management, Value Based Management, Sales, OSHA 10 Hour TrainingWork Environment/Physical Demands

Physical Demands:
• Lift and carry heavy items weighing up to 50 pounds. 
• Stand, Kneel, Bend, Stoop, Move, and Walk long distances in and around confined, cluttered places, and uneven areas.
• See and hear naturally or with correction.   
• Full range of motion and flexibility consistent with requirements of the job duties. 
• Requires using hands to handle, control, or feel objects, tools or controls according to a set procedure. 
• Requires repetitive movement. 
• May require work above 5 feet in height.
• Climb and maintain balance on steel framework, stairs, ladders and scaffolds. 
• Work up to a 12 hour shift doing hard physical labor in varying temperature extremes and other outside conditions. 

Work Environment:
• Typical construction site environment:  
• Requires working in cramped work spaces and getting into awkward positions. 
• Requires working in very hot (above 90 F degrees) or very cold (below 32F degrees) temperatures and exposure to inclement weather such as dust, wind, snow, rain, etc. 
• Requires working in extremely bright or low lighting conditions 
• Includes exposure to sounds and noise levels that are distracting or uncomfortable. 
• Work around hazardous equipment.
• Typical office environment.
• This position is considered a safety sensitive position.
