Job Overview POSITION CONTINGENT ON CONTRACT AWARD Subject Matter Expert I (CSAS) provides advanced technical knowledge and analysis of highly specialized applications and operational environment, high-level functional systems analysis, design, integration, documentation, and training. Working with the COMPL Technical Leader, this onsite Subject Matter Expert I shall be responsible for the continued development, maintenance, and technical support performed under this task order. The Communications Product Line (COMPL) at the United States Coast Guard (USCG) Command, Control, Communications, Computers, Cyber, and Intelligence Service Center (C5ISC) requires Information Technology services for the continued sustainment and development of the USCG owned Communication Station Automation System (CSAS). Applications include the Radio Resource Allocation Automated Broadcast Scheduler (RADABS), LogServer, and Radio Rotatable Log Periodic Antenna (RadRLPA) applications to name a few. Work model: Onsite/In-Office Responsibilities Essential Duties & Job Functions: Provides implementation advice on complex problems that require expert level knowledge of the subject matter for effective implementation. Participates as needed in all phases of software and hardware development with emphasis on the planning, analysis, testing, integration, documentation, training, and presentation phases. Provides technical advice, guidance and direction for the improvement, modification, and re-engineering of business processes, policies, and procedures for any functional area under consideration or review. Applies principles, methods, and knowledge of specific functional areas of expertise to specific programs. Directs the composition of or composes and finalizes documentation. Provides expert guidance on the functionality of applications to schedule, filter, format, and transmit messages via HF voice and text. Diagnose and resolve complex problems associated with CSAS applications. Assist in the development and delivering of targeted training and knowledge sharing. Requirement gathering and analysis for new features, enhancements, and modifications to the applications. Application management and performance analysis. Communicating and collaborating between user groups and technical teams. Ability to provide expertise to the technical and user groups alike. Ability to provide Tier III support. Ability to provide depot-level support for all the communications, electronics, and control systems used at COMMCOM and the associated Remote Communication Facilities (RCF’s). Ability to ensure that CSAS and other applications meet all current and emergent cyber requirements. Provide after hour support as necessary. Accountable For: We expect the employee to keep manager and supervisors apprised of their progress, maintain ability to work well with others, adhere to contract requirements, and comply with company policies and procedures. Ability to meet deadlines and exercise judgment. Ability to effectively communicate with all team members. Skilled in effectively managing and prioritizing taskings. Job Requirements Mandatory: Bachelor’s degree from an accredited University in the field of Business, Law, Economics, Mathematics, or Engineering Eight (8) years of C4IT systems engineering experience, or master’s degree in science, Engineering, Technology, or Mathematics with six (6) years of C4IT system engineering experience Current certification in Information System Security Professional (CISSP) or equivalent certification is required. SECRET security clearance is required. Proficiency with Microsoft 365 software suite, including but not limited to, Word, PowerPoint, Visio, Project, and Excel. Valid driver’s license. Ability to pass and maintain background clearance investigation. Must be able to successfully pass a pre-employment background check and pre-hire drug test. Occasional travel may be necessary. Working Conditions: Must be able to work outdoors. Must be able to tolerate heat/cold conditions. Ability to work in low lit areas for long periods of time. Must be able to work within a team environment. Must be able to work on customer site. Occasional travel will be necessary. CSAS servers and workstations are installed at COMMCOM in Chesapeake, VA and all the Remote Communication Facilities (RCFs), currently Kodiak, AK; Honolulu, HI; Pt. Reyes, CA; New Orleans, LA; Miami, FL; Boston, MA Physical Requirements: Must be able lift 50 lbs...
