We are seeking an experienced and detail-oriented Subcontracts Manager to join our dynamic Procurement team. The ideal candidate will possess extensive experience in federal government contracting, a strong command of Costpoint, and demonstrated ability in performing comprehensive price analyses, subcontract strategy development, and small business subcontracting planning—particularly in support of competitive proposals. This position plays a critical role in ensuring compliance with FAR/DFARS regulations while developing creative and effective subcontracting strategies that align with program objectives and corporate goals. Responsibilities Manage the full lifecycle of subcontract activities of a medium to high complexity and dollar value, from solicitation development to closeout, ensuring compliance with FAR, DFARS, and company policies. Serve as the primary point of contact for subcontractors during the proposal, negotiation, and execution phases. Use Costpoint to enter and manage subcontract records, budgets, modifications, and funding. Conduct thorough price analyses using various techniques for competitive and sole-source procurements to support cost/price reasonableness determinations. Collaborate closely with Capture, Proposal, Contracts, and Program teams to develop and execute subcontracting strategies for new business pursuits. Draft, negotiate, and administer various subcontract types including CPFF, FFP, T&M, and hybrid arrangements. Develop and maintain Small Business Subcontracting Plans (SBSPs) and support proposal teams with compliant and competitive small business participation strategies. Support audit and compliance activities by maintaining complete and accurate subcontract files. Monitor subcontractor performance, manage modifications, and resolve performance issues or disputes. Stay abreast of changes in government regulations and industry best practices to ensure continuous compliance and efficiency. Qualifications Bachelor’s degree in Business Administration, Supply Chain, or a related field. Equivalent experience may be considered. Minimum 5–7 years of subcontract management experience in a federal contracting environment. Expertise in Deltek Costpoint and proficiency in procurement modules and reporting. Demonstrated experience preparing and supporting Small Business Subcontracting Plans in competitive proposals. Strong knowledge of the FAR, DFARS, and other applicable federal acquisition regulations. Proven ability to perform detailed price/cost analyses for subcontractor proposals. Excellent negotiation, communication, and interpersonal skills. Ability to work collaboratively across multiple departments in a fast-paced proposal or program environment. Desired Qualifications: CPSM, CPCM, or other professional certifications in procurement or contract management. Experience with DoD or civilian agency contracting. Familiarity with proposal development lifecycle in a government contracting context. Understanding of Wage Determinations and Requests for Equitable Adjustment (REA) responses is helpful.
