Summary The Statisticians are located within the Department of Veteran Affairs, Office of Research and Development, located in Los Angeles, CA. The positions will initiate, design, formulate, plan, execute, and disseminate statistical methods for health research projects. The positions will advise on, and assist with creation of new methods, to solve statistical method problems. The position will participate and present for national audience workshops, advisory boards, and scientific review panels. Responsibilities This is a bargaining unit position. NOTE: This is a TEMPORARY appointment not to exceed 3 years. The appointment may be extended u to a maximum of 6 years of total service, and is dependent on funding for the Research Project. The appointment to a Temporary position does not confer eligiblity for promotion or reassignment to other positions or the ability to be non-competitively converted to permanent employment. There is some light physical effort in lifting and moving books, binders, file folders, and/or documents. No special physical demands. Major Duties: Provides statistical expertise for health services research studies. Provides guidance for research that involves complex theoretical and empirical issues for Veteran health care delivery. Recognizes needs and adapts new statistical methods to overcome deficiencies in existing methods. Directs statistical modeling through development of computational methods and computer codes and compares the results with research observations and experiments. Develops computer codes, theoretical, and computational algorithms to solve difficult problems (I.E. optimizing linear and nonlinear functions subject constraints). Requirements Conditions of Employment Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/31/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Provide a copy of your last or most recent SF-50, "Notification of Personnel Action" to indicate your current federal status. You must also submit additional SF-50(s) to clearly demonstrate one year time-in-grade as required in the announcement. If the most recent SF-50 has an effective within the past year, it may not clearly demonstrate that you possess one year time-in-grade. In this instance, you must provide an additional SF-50 that clearly demonstrates one year time-in-grade. AND You may qualify based on your experience and the Individual Occupational Requirement for basic education as described below. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Specialized experience is defined as experience applying quantitative analytical techniques to examine health related concerns; designing and implementing statistical methods that include multiple testing methods; and experience in statistical methods and techniques to manage and manipulate data for sampling, collecting, computing, analysis. AND You must provide a transcript showing you have met the basic education requirement listed in the 1530 Individual Occupational Series Requirement as described below. Individual Occupational Requirements: Basic Requirements: Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing. or Combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance. Experience that would not normally be part of the employee's position is creditable when documented by satisfactory evidence (e.g., a memorandum from the manager, human resources director, or official documentation such as SF-52, SF-50 documenting an official detail/assignments, or other comparable documentation). The documentation must indicate whether the employee performed the duties full time or, if part-time, the percentage of times the employee performed the additional duties. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
