The Minnesota Department of Revenue is seeking an experienced and strategic researcher to lead a team of professionals focused on tax policy, revenue forecasting, and data analysis related to sales and excise taxes. This supervisory role is central to the design and delivery of high-impact research projects that inform tax policy decisions and revenue estimates for the State of Minnesota.
As a leader in the Tax Research Division, you will oversee the development of complex economic and tax policy analyses, manage project timelines and staff of 6-8 people, and ensure the integrity and accuracy of forecasting methodologies and data models. You will also serve as a key liaison to external stakeholders, including the Governor’s Office, state legislators, other state agencies, and the public, translating complex findings into actionable insights and recommendations.
This position offers a unique opportunity to influence state tax policy, guide a team of highly skilled professionals, and contribute to the state’s fiscal and economic decision-making at the highest level.
_This position is eligible for hybrid telework. Effective June 1, employees living within 50 miles of the office will be required to work in the office at least 50% of the time each month. Employees may reside outside the state of Minnesota if they live in a state bordering Minnesota and are within 50 miles of the primary work location._
_Existing employees who were approved to telework from a bordering state and more than 50 miles from their work location before June 1, 2025, may retain this arrangement unless they move farther away._
**Minimum Qualifications**
+ Four (4) * years of professional economic or tax research.
+ Two (2) years of experience as a lead worker, project leader or supervisor.
*A degree in economics, statistics, or a related field as determined by the agency may substitute for experience as follows: an associate degree may substitute for six (6) months of experience; bachelor’s degree may substitute for one (1) year of experience; master’s degree may substitute for eighteen (18) months of experience; or a PhD may substitute for twenty-four (24) months of experience.
**Preferred Qualifications**
+ Experience with research programs and procedures, revenue estimating techniques, and forecasting methodology
+ Experience with tax and statistical databases, models, and systems for Minnesota sales and excise taxes
+ Experience coordinating and reviewing data analysis for legislative and budget proposals
+ Experience communicating complex topics to stakeholders with a broad range of expertise
**Physical Requirements**
Requires occasional moving of articles such as boxes and laptop computer.
**Additional Requirements**
