This position oversees the health regulation and policy work for the Department of Commerce Insurance Division. This includes managing the work of the health filing team and the health policy team. This position leads health policy work for the division, which includes identifying market trends and proposing policy solutions to address market concerns.
**Minimum Qualifications**
Four (4) years of strategic, high-level management and leadership experience that includes:
+ Experience in the health insurance industry or related field.
+ Demonstrated supervisory or leadership experience, organizational and interpersonal skills to direct, develop and engage staff.
_Leadership experience can include experience as a supervisor, lead worker, team lead, project lead, or completion of a State of Minnesota leadership program (e.g., ELI or SLI) or comparable leadership program._
A Bachelor's degree in Business, Business Administration, Business Management, Political Science, Public Administration, Public Policy, Risk Management and Insurance or related field is equivalent to one (1) year of experience.
An Advanced degree in Business, Business Administration, Business Management, Political Science, Public Administration, Public Policy, Risk Management and Insurance or related field is equivalent to eighteen (18) months of experience.
Applicants who meet the above education/experience requirement will be further evaluated based on the following:
+ Experience analyzing the insurance market to inform policy decisions.
+ Demonstrated knowledge of the development and implementation of programs or policies.
+ Interpersonal skills sufficient to establish and maintain collaborative working relationships with diverse stakeholder groups.
**Preferred Qualifications**
+ Graduation from an accredited college or university with a Bachelor's degree in Business, Business Administration, Business Management, Policial Science, Public Administration, Public Policy, Risk Management and Insurance, or a closely related field.
+ Experience working in a regulatory environment.
+ Experience in a government position, conducting research and analyzing insurance policies.
+ Experience investigating complex insurance matters and analyzing insurance forms and policies that involve diverse stakeholders.
+ Demonstrated experience reading, interpreting and communicating insurance statutes, rules, regulations, and policies.
**Physical Requirements**
Requires occasional moving of articles such as boxes, accounting records, laptop computer, and portable printer.
