As a Program Management Analyst for our Standard Terminal Automation Replacement System (STARS) program, you’ll be part of the team that supports the design, production, deployment, and sustainment of air traffic systems across the United States and around the globe. You’ll combine technical understanding with financial and program management expertise to ensure seamless execution on a program that is essential to the safety and efficiency of national and international aviation.
**What YOU will do:**
+ You will partner closely with the Program Office to coordinate cost account management, ensuring performance, development, and delivery of all STARS program work scope.
+ You will support execution of risk and opportunity management, contract change proposals, and cost/schedule requirements with a focus on STARS technical manuals and publications.
+ You will maintain project-specific process documentation, produce and update manpower plans, and guide work authorizations for the Site Activation team.
+ You will analyze earned value progress measures, develop and maintain inch-stones, and provide performance inputs for Finance, Proposals, and Risk & Opportunity Management.
+ You will contribute to site survey, installation, and activation activities, applying your technical acumen to ensure effective equipment deployment.
**What YOU will learn:**
+ How safety-critical air traffic control systems are deployed, installed, and sustained across diverse sites and operational environments.
+ How to integrate financial, schedule, and technical performance data to drive program execution.
+ How to navigate cross-functional collaboration between engineering, production, installation, and program management in a high-visibility government contracting environment.
**Qualifications YOU must have:**
+ Typically requires a degree in Science, Technology, Engineering or Mathematics (STEM) and minimum 8 years prior relevant experience or an Advanced Degree in a related field and minimum 5 years of experience
+ Experience in cost and performance monitoring/reporting, including variance analysis, Integrated Master Schedule (IMS) inputs, and time-phased budgeting.
+ Knowledge of financial data analysis, earned value management, and corrective action planning.
+ Familiarity with collection and analysis of program measurement data in support of audits and program reviews.
+ Exposure to STARS system installation, site survey, and site activation processes.
+ U.S. Citizen - U.S. citizenship is required, as only U.S. citizens are authorized to access information under this program/contract.
**Qualifications WE prefer:**
+ Understanding of MRP, including demand and change management.
+ Microsoft Project experience.
+ Prior experience in aviation systems or government contracting environments.

The salary range for this role is 101,000 USD - 203,000 USD. The salary range provided is a good faith estimate representative of all experience levels.
RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
