GENERAL DESCRIPTION:
Responsible for all aspects of the Wyoming STARBASE Academy program. This includes selection, supervision, and evaluation of staff, budgeting, purchasing, financial record keeping, scheduling classes, and transportation, communications with the National Guard, school districts and school staff, testing, reports to United States Property and Finance Office, State Fiscal Office and National Guard Bureau, arranging and scheduling involvement of community and National Guard in the STARBASE program, compliance with State, Federal and Department of Defense guidelines for operation of the program.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function that may be performed in the job level.
+ Develop, implement, monitor, and administer all aspects of the department's Starbase program.
+ Coordinate and oversee the management of program resources and funds.
+ Manage the program's administrative staff and contract professional teaching staff.
+ Serves as liaison with the National Guard, State/Federal Government, business and industry, educational organizations, and the community at large.
+ Establish and maintain partnerships with outside entities, including federal, state, and local government agencies.
+ Learn and execute specialized budget and personnel management programs required by the National Guard Bureau (NGB).
+ Must have highly developed analytical and organizational skills.
+ Advanced skills in facilitation and policy development. Commitment to customer service and public service.
Qualifications
PREFERENCES:
Preference may be given to candidates with a bachelor’s degree and at least five (5) years of educational experience.
KNOWLEDGE
+ Excellent oral and written communication skills, including the ability to make executive-level presentations.
+ Strong personal and professional commitment to the highest standards of ethical conduct and leadership.
+ Competency in office technology software, i.e., Microsoft Word, Excel, and PowerPoint.
+ Communication Skills: Excellent verbal and written communication skills, with the ability to discuss complex concepts with technical and non-technical staff and customers.
+ Stress Tolerance: Ability to remain calm and make good decisions while operating in high-stress situations under adverse conditions.
+ Multi-Task: Appropriately prioritize and perform multiple tasks to the highest achievable standards in the same time frame.
+ Professionally and appropriately react to interruptions and return to complete the remaining tasks timely.
MINIMUM QUALIFICATIONS:
Education:
Bachelor's Degree (typically in Education or Education Administration)
Experience:
1-3 years of progressive work experience (typically in Education or Instruction) with acquired knowledge at the level of a Certified Academic Manager
Certificates, Licenses, Registrations:
Wyoming licensure in a teaching field and some agencies may require an Educational Administrator Endorsement through the Professional Teaching Standards Board
OR
Education & Experience Substitution:
4-7 years of progressive work experience (typically in Education or Instruction) with acquired knowledge at the level of a Certified Academic Manager
Certificates, Licenses, Registrations:
Wyoming licensure in a teaching field and some agencies may require an Educational Administrator Endorsement through the Professional Teaching Standards Board
