The DNR is hiring a Human Resources Director 1 located at the DNR Central Office in St. Paul. This position exists to provide supervision and leadership of the Human Resources Employment Services unit which provides consultation on classification, assessment, selection, compensation, contract interpretation, workforce planning, recruitment and consultation related to employee performance matters. This position provides supervisory direction and guidance to professional-level employees in the Employment Services Unit and provides consultation and guidance to DNR supervisors, managers, employees and human resources staff in the above areas to ensure consistent, timely and quality delivery of staffing-related services. This position serves as a member of the DNR Human Resources Leadership Team and supports the Assistant Human Resources Director in overseeing departmental functions. This position plays a critical role in shaping and advancing HR strategic priorities, contributing to the development and implementation of long-term plans and objectives that align with agency goals. This position has a flexible work arrangement and may be eligible to telework on a part-time basis, up to 50%, which is subject to change. If approved, the employee would be required to complete an annual telework agreement. **Minimum Qualifications** + At least 4 years of pubic sector advanced professional-level human resources experience, which includes job analysis and classification; recruitment and selection, compensation administration, performance management consulting; and, interpreting laws, rules, procedures, and collective bargaining agreements sufficient to ensure appropriate application of provisions and properly advise managers and supervisors on a variety of HR matters.A bachelor’s degree in a related field may substitute for one year experience. + 1 year of supervising or providing lead work direction to human resources staff who are performing the listed duties above, including the ability to identify and achieve individual and team goals, develop and monitor performance measures, motivate and develop staff. + Experience interpreting personnel laws (M.S. 43A and M.S. 179), rules, policies, administrative procedures, and collective bargaining agreements sufficient to ensure appropriate application of the language and properly advise managers and supervisors on a variety of personnel matters. + Strong analytical and critical thinking skills, with the ability to research complex issues, evaluate alternatives, resolve conflicts, and provide sound guidance to leadership + Verbal and written communication skills sufficient to effectively present human resources related information to audiences including staff, supervisors and agency management and to accurately and clearly document decisions, processes, procedures. + Demonstrated experience leading inclusive recruitment and staffing strategies that actively support organizational diversity, equity, inclusion, and belonging goals. **Preferred Qualifications** + A bachelor’s degree or higher in Human Resources or a related degree program. + Two or more years of experience in supervising or providing lead work direction to human resources staff. + Knowledge of the State's classification, recruitment, and selection systems, policies, and procedures. + Experience leading large-scale projects. **Additional Requirements** Applicants must have the ability to meet the physical requirements and work in the environmental conditions of the position, with or without reasonable accommodations.
